4 Lessons Learnt The WASA Multan was fully unaware with What is environment and how is it managed? What is Punjab Environmental Protection Act 1997 (Amended 2012)? What are the requirements of the act? 4

5 Lessons Learnt Lack of Integration of environmental concern into Planning and design of schemes Frequent complaints from the community for mismanagement of various environmental as well as social issues. 5

6 Why Environment???? Before this project, environment was considered just plantation We were not aware about Health and Safety requirements. We were not familiar with Environmental Assessment We never involved community in development schemes 6

10 Development schemes without environmental management???  The contractors used to leave the site in untidy condition.  Lack of proper waste management system  Lack of Health and Safety concerns for labor  Lack of communication between own deptt.  There was no mechanism to address the issues of local community 10

12 Lessons Learnt Environmental consideration precede in planning and design of a scheme Community is taken into confidence prior to the construction of a scheme Traffic management plan is ensured to minimize disruption of traffic Dust suppression to avoid environmental as well as public health issues 12

13 Innovations by PCGIP Govt. of Punjab approved Environment and Social Management Framework (ESMF ) Under ESMF, a committee is notified by DCO Multan to identify, analyze and mitigate environmental and social issues. ESMF committee is involved in different phases of implementation of ESMF 13

15 Functions of ESMF Committee ESMF Committee is responsible for  Conduct site visits of schemes under PCGIP and ADP  Environmental & Social Screening of schemes as per ESMF guidelines  Estimation and inclusion of IEE/EIA/ESMP cost in sanctioned amount  Facilitation in preparation of IEE/EIA/ESMP document  Training of contractors before execution of schemes and on site trainings  Environmental and Social monitoring of schemes during execution  Participation of training /workshops conducted under umbrella of ESMF 15

17 Health & Safety of Labor & Community Personal Protective Equipment e.g Helmet, safety shoes, masks, ear muff etc are provided to labor First Aid facility. 17

18 Environment and Social Management Plans Each scheme with moderate environmental impacts have been executed in a planned way. For this Environment and Social Management Plans have been devel0ped by CPU to address the environmental issues and manage them in an environmentally safe manner. 18

22 Dust Emissions / Air Quality Sprinkling of water to avoid dust Dust masks to the workers Covering construction material Removal of excess matter/ debris from the site immediately. 22

23 Noise Emissions Use of ear plugs or ear muffs i.e. near generators, high noise equipment etc. Use of well-tuned machineries/equipment. Public consultation with the local residents for awareness Limit work to day light hours as possible. 23

24 Vehicle Movement Alternative routes are provided. Work is done in portions so that the alternate road may be used safely and vehicles movement will not be disturbed. Provision of signboards directing the drivers about the diversion. 24

25 Construction Material Storage, Handling and Use Material shall be appropriately secured to ensure safe passage. Loads/heaps shall have appropriate cover and shall not be loaded to a higher level than the side and tail boards and shall be covered with a good quality tarpaulin. 25

26 Sludge and Waste Management Sludge will be transported to CDG designated site only. No dumping is allowed into agriculture fields in surroundings. Broken Pipes will be disposed off properly. Immediately transport the debris construction waste to a site identified by CDG. Cleaning of sites upon completion of schemes. 26

27 Community / Social Issues Public is informed about project major activities, duration of scheme, time and schedule. The contact Nos. of focal person of Grievance Redress Committee has been displayed at different locations and residents are also informed about it. Alternative routes should be provided. Emergency contact numbers are displayed. Construction work is done only in patches/night time/less traffic load times. Work will be stopped during school times 27

29 Community / Social Issues Cont… Labor must not damage the property and structures of the residents. In case of damage compensation should be provided. Mobile vendors will be informed before construction. Privacy of the residents should not be disturbed. 29
