2 Laws Affecting Curriculum/Assessment  HB 1038  Casey/Ford – Graduation Requirements – Modifies public high school graduation requirements; sets college preparatory curriculum; defines what competencies have to be achieved in each subject. 7 Laws Affecting Curriculum/Assessment  SB 419  Stanislawski/Quinn – School Day – Defines “educationally appropriate” for supplemental online courses. 8 Laws Affecting Curriculum/Assessment  SB 559  Ford/Casey – ACE EOI Exemptions – Allowing certain student scores on approved alternative EOI exams to demonstrate mastery of content; allowing for school grades to be calculated based on student scores on approved alternate exams; allowing for educator effectiveness to be calculated using student scores on approved alternate exams. Effective Date: August 23, 2013. Signed by the Governor on May 31, 2013.

9 Laws Affecting Students  HB 1303  Hoskin/Burrage – Driver License Reading Verification – Allows students under age 18 that have successfully completed a reading proficiency exam in another state to submit those results to the State Department of Education. Effective Date: November 1, 2013. Signed by the Governor May 29, 2013.

10 Laws Affecting Students  HB 1422  Hardin/Brecheen – Transfers – Adds harassment, intimidation, and bullying as a basis for an emergency transfer. 16 Laws Affecting Students  SB 226  Ford/Coody – ACE Remediation Funding – Provides certain levels of funding for students up to age 21 that re-enroll at a school for purposes of passing one or more end of instruction exams in order to obtain a standard diploma. 17 Laws Affecting Students  SB 251  Garrison/Hulbert – Graduation Requirements – Provides requirements for a standard diploma; provides that The Oklahoma School for the Blind/Oklahoma School for the Deaf are considered educational agencies. 35 Laws Affecting School Employees  SB 426  Ford/Sears – Teacher Leader Evaluation – Delays “full implementation” of the quantitative component of TLE until the 2015-2016 school year; provides that all teachers be evaluated at least once per year; allows certain exemptions for a district with an Average Daily Attendance in excess of 35,000; modifies tenure laws; modifies reduction in force laws. 67 State Department of Education Rules  210:15-27-2.Good Cause Exemptions for Promotion Under the Reading Sufficiency Act – Limits the good cause exemptions to third grade retention based on an Unsatisfactory Reading CRT Score to the following: students with limited English proficiency, students with disabilities assessed by OAAP, students who demonstrate an acceptable level of performance on an alternative standardized reading assessment, students who demonstrate proficiency through a portfolio, students with disabilities on an IEP with a prior retention, students with a prior retention who have received intensive reading instruction.
