4 Background In 2013, the Every Day Counts (EDC) initiative was
introduced to the Northeast Region at this Utility Conference. Since that time, the pilot project has been designed and constructed using an innovative process. Lessons Learned And the lessons learned from this pilot project.

5 Coordination Process As part of this innovative process,
A very detailed utility coordination timeline was developed for the utility COORDINATION PROCESS. Each one of these blocks represent a specific project milestone, including the use of Utility Coordination Meetings throughout the process.

6 Utility Conflict Detail
One of the project deliverables was the development of the UTILITY CONFLICT DETAIL. Each spot represents a potential utility conflict.

The matrix documents the location of each potential utility conflict and how each conflict is to be resolved. Both the DETAIL and MATRIX were included in the construction plans, which proved helpful to both the utilities and the construction contractor.

The results of this effort, is the completion of a successful highway improvement project. With minimal utility conflicts during construction.

9 Communication Lessons Learned . . . . Letters Invitations Emails
Phone calls Meetings A couple of lessons learned; The first and probably most important is COMMUNICATION – early and often. No longer can we wait to get the utilities involved late in the design process and expect good results.

10 Location Lessons Learned . . . .
Work with Utilities to determine location their facilities locations Horizontal & vertical Discontinued & existing Second, LOCATION It is important that both the utility owner and WisDOT understand the location of exist facilities.

11 Documentation Lessons Learned . . . .
Utility Conflict Detail and Utility Conflict Matrix Ability to identify and resolve utility conflicts Easy to determine responsibility during construction And lastly, DOCUMENTATION A helpful tool was the development of the DETAIL and the MATRIX, to identify and resolve utility conflicts. Which proved most helpful to the contruction contractor. “(the matrix) made it easier for everyone to figure out what needed to get done & who was responsible” Brett Vissors, Construction Leader from Mead & Hunt

12 Where do we go from here? Report summarizing the NER’s pilot project
Currently the results of the EDC pilot project is being prepared for Central Office and FHWA. Some of the lessons learned are being implement at the Region for current project.
