3 BUILDING STRONG ® SPA Small Business Biography 3 On October 26, 2009, Mr. Curado received the Certificate of Appointment as the Deputy for Small Business for the Corps of Engineers (USACE), Albuquerque District. Mr. Curado is also a Procurement Analyst and served as a Contract Specialist for the USACE Albuquerque District from 2007 to 2009. He has obtained Department of Defense (DoD) Level III Acquisition Professional Certification. FY11 USACE Small Business Specialist of the Year Award –U.S. Army Corps of Engineers (USACE). 2011 New Mexico Veteran Small Business Champion of the Year Award – Small Business Administration (SBA). Department of the Army Official Commendation for Exceptional Achievements in Small Business Awards in FY2010. Eleven years in the private sector where he held several positions in Management, Marketing & Sales, Procurement, and Cost Estimating. Bachelors Degree in Business Administration from New Mexico State University in 1993 and a Masters in Business Administration (MBA) in 1996 from Maryville University of St. Louis, MO.

5 BUILDING STRONG ® Small Business Specialist Position Information/Duties  Small Business Deputy is part of the acquisition community.  Defense Acquisition Workforce Improvement Act Level III certified in Contracting.  Small Business Specialist reports directly to the Executive Office.  Acquisition Planning (review actions over $10K, forecast, strategies, bundling, …)  Solicitation, source selection, award (SB participation criteria, subcontracting plans, sources sought, market research, peer reviews)  Post Award/Administration (review subcontracting reports in ESRs, contract performance issues, contract action reports/stats, assist large businesses in implementing sub. plans)  Internal training to Contracting and Technical Staff  Administrative matters (HQ suspense dates, Reports, …)  Outreach (Conferences, Industry Days, SBA, counseling, website, …)  Internal duties takes precedence over external duties 5

10 BUILDING STRONG ® How we Buy Micro Purchases – Purchases less than $3,000. Procured with the government-wide credit card. These purchases may include services, supplies and construction. Simplified Acquisition Procedures – Purchases estimated between $3,000 and $150,000 (automatically set aside to all SBs). Reasonable competition is required. Awards are typically in the form of a firm-fixed price purchase order. Commercial Items can be purchased under simplified acquisition procedures up to $5.5 million dollars. 11 BUILDING STRONG ® How we Buy Contract Procedures – Actions greater than $150,000. New contract requirements are advertised and procured through the use of either Request for Proposals (RFP - negotiated) or Invitations for Bids (IFB - sealed bid). RFPs allow for discussions, if necessary, and selection is based on factors such as technical capability and past performance as well as price. IFBs are solicitations where price is the primary basis for selection, provided the bidder is responsive and responsible. Awards are typically firm-fixed price stand-alone contracts or firm-fixed price indefinite delivery contracts for a base year and option periods. Competitive Opportunities are solicited as Unrestricted(Full & Open) or Set Aside to Small Businesses.
