2  Indian Environmental General Assistance Program.  Non-competitive funding source provided by EPA to tribes and tribal consortia.  Provided to help build tribal capacity to plan, develop and administer tribal environmental protection programs consistent with the federal laws that the EPA is charged with implementing.  Intended to assist tribes with opportunities for meaningful participation in policy making and standard setting. Information contained within this presentation was gathered from the IGAP Guidance on the Award Management of General Assistance Agreements for Tribes and Intertribal Consortia (May 15, 2013)

3  This Guidance provides a consistent national framework for building tribal environmental program capacity under GAP.  It is designed to strengthen GAP and enhance tribal environmental protection programs. http://www.epa.gov/tribal/

4 The following slides include generally allowable costs. It’s important to check with your EPA Project Officer for approval.

5 The following slides detail costs that are “generally” allowable under GAP. Here are some questions to consider before making purchases: Allowable Costs  Is the purchase allowable under 2 CFR Part 225 “Cost Principles for State, Local, and Indian Tribal Governments”  Has EPA approved the current work plan and budget?  Does the purchase directly relate to your current work plan components and commitments?  Does the purchase fit within your approved budget category? 2 CFR Part 225: http://www.whitehouse.gov/sites/default/files/omb/fedreg/2005/083105_a87.pdf

8 Program Infrastructure  Office space - Desks, chairs, shelves, etc.  Supplies - Less than $5000 - Supplies to get started: - Office supplies. - Computers, printers, software, and peripherals. Tribal Office  Equipment – Equal or greater than $5000 - Vehicles for environmental program operation. - GIS survey instruments and related equipment. - Sampling, measurement & analysis equipment. - Waste management equipment.

9 Baseline Need Assessments Environmental Planning  EPA – Tribal Environmental Plans  Reflect short & long term goals  Media specific plans (solid waste, air, water, etc)  Training (7Generations, ISWMP training, etc)  Quality Assurance Project Plans  Contractor costs  Evaluate environmental conditions. (Appendix 1: Pg8 of GAP Guidance) - Gather existing data - Gather new data - Analyze data - Identify priorities * Environmental assessment will be a one-time mandatory activity for new IGAP grantees to determine priorities.  Assessments on a single site may not be allowable.

10 Trainings & Conferences Outreach and Education  Community meetings.  Youth engagement activities.  Websites.  Newsletters.  Radio announcements.  Facebook, Twitter, etc.  Conducting a training. For the dissemination of technical information (facility rental, supplies, light refreshments, meals, trainer fees, training material, etc)  Attending a training to increase general & media specific knowledge. (Travel costs, registration, staff / council, etc)  Local, regional, state, national environmental forums.

11 Solid Waste Implementation  Establishing a recycling program.  Conducting a clean-up.  Planning & feasibility studies.  Establishing safer waste handling procedures and processes.  Community education.  Purchase, repair, upgrade and replacement of waste management supplies & equipment. * Restrictions: Trash collection, transportation, backhaul & disposal services which are generally outside the scope of programs administered by the EPA. 12 Media Specific Capabilities  Develop the necessary expertise and skills to identify, address and manage media specific areas in preparation for establishing media specific programs.
