4 Dole Exhibit Opening  “Celebrating Opportunity for People with Disabilities: 70 Years of Dole Leadership”  Presented by the Dole Institute of Politics and the Robert J. Dole Archive and Special Collections  Dedicated to stories from Senator Bob Dole’s decades-long advocacy for people with disabilities, featuring documents from the Dole Archives.  The kick-off event to the Dole Institute’s special series, “commemorateADA,” recognizing the 25th anniversary of the signing of the ADA and Senator Dole’s important role in the passage of this legislation.  July 26th  Open house 2–4 pm  Brief speaking program 3 pm  Simons Media Room, Dole Institute of Politics in Lawrence

14 Adapting ITEC Policy 1210 7.0 PROCEDURES: 7.1 All Entity websites, web services, and web applications must, at a minimum, comply with: 7.1.1 W3C Web Content Accessibility Guidelines Level A and AA Success Criteria (http://www.w3.org/TR/WCAG/) 7.1.2 Section 508 Electronic and Information Technology Accessibility Standards, Web-based intranet and internet information and applications (36 CFR § 1194.22) (http://section508.gov/index.cfm?fuseAction=stdsdoc #Web)

15 Expanding Beyond Web Technologies  ITEC 1210 applies only to web technologies; we do not have state policy for the accessibility of other IT.  We have often mentioned in the past that we might want to consider addressing non-web IT accessibility.  Adoption of the new ICT Standards and Guidelines might be a good time to do so, if we desire.  Section 508 has always covered all IT, not just the web.

16 Current Section 508 Definition of E&IT Electronic and information technology. Includes information technology and any equipment or interconnected system or subsystem of equipment, that is used in the creation, conversion, or duplication of data or information. The term electronic and information technology includes, but is not limited to, telecommunications products (such as telephones), information kiosks and transaction machines, World Wide Web sites, multimedia, and office equipment such as copiers and fax machines. The term does not include any equipment that contains embedded information technology that is used as an integral part of the product, but the principal function of which is not the acquisition, storage, manipulation, management, movement, control, display, switching, interchange, transmission, or reception of data or information. For example, HVAC (heating, ventilation, and air conditioning) equipment such as thermostats or temperature control devices, and medical equipment where information technology is integral to its operation, are not information technology.

Any equipment or interconnected system or subsystem of equipment, that is used in the automatic acquisition, storage, manipulation, management, movement, control, display, switching, interchange, transmission, or reception of data or information. The term information technology includes computers, ancillary equipment, software, firmware and similar procedures, services (including support services), and related resources.

19 Proposed ICT Refresh Definition of ICT Information and Communication Technology (ICT). Information technology and other equipment, systems, technologies, or processes, for which the principal function is the creation, manipulation, storage, display, receipt, or transmission of electronic data and information, as well as any associated content. Examples of ICT include, but are not limited to: computers and peripheral equipment; information kiosks and transaction machines; telecommunications equipment; customer premises equipment; multifunction office machines; software; applications; websites; videos; and, electronic documents.

20 Proposed ICT Refresh Definition of IT Information technology. Shall have the same meaning as the term “information technology” set forth in 40 U.S.C. 11101(6). 40 U.S.C. 11101(6) (Public Buildings, Property, and Works) reads: (6)INFORMATION TECHNOLOGY.—The term ‘‘information technology’’— (A)with respect to an executive agency means any equipment or interconnected system or subsystem of equipment, used in the automatic acquisition, storage, analysis, evaluation, manipulation, management, movement, control, display, switching, interchange, transmission, or reception of data or information by the executive agency, if the equipment is used by the executive agency directly or is used by a contractor under a contract with the executive agency that requires the use— (i)of that equipment; or (ii)of that equipment to a significant extent in the performance of a service or the furnishing of a product; (B)includes computers, ancillary equipment (including imaging peripherals, input, output, and storage devices necessary for security and surveillance), peripheral equipment designed to be controlled by the central processing unit of a computer, software, firmware and similar procedures, services (including support services), and related resources; but (C)does not include any equipment acquired by a federal contractor incidental to a federal contract.

25 Overview  There is current activity in mobile web and app development, which is expected to dramatically increase in prevalence and importance in the near term and into the foreseeable future.  Major area of focus in upcoming Strategic Plan  Now is the time to set accessibility standards.  What form should they take?  Application of other policy (e.g., ITEC 1210, perhaps in expanded form)  Section of another policy (yet to come)  Standalone mobile accessibility policy  Other, non-policy guidance  What should their content be?
