Statewide Mobility Performance Measures Team Purpose Consensus on approach and measures

aaaaaaaaaaaaaaaa MAP- 21 Requirements Moving Ahead for Progress in the 21 st Century 4 USDOT wants States and MPOs to do performance based planning

MAP- 21 National Goal Areas for the Federal Aid Highway Program Safety Infrastructure Condition Congestion Reduction System Reliability Freight Movement and Economic Vitality Environmental Sustainability Reduced Project Delivery Delays 5

MAP 21 MAP- 21 Mobility Performance Measures Schedule USDOT Notice of Proposed Rulemaking 2013 December? States set targets 2014 Effective date of final rule MPOs set targets 2015 2016 90 day comment period USDOT establishes measures 180 days December ? 6 2012 October December

FDOT TranStat’s Intent

FDOT Central Office Roles: Central Office District Office MPO

FDOT District Offices Roles: Central Office District Office MPO

MPOs Roles: Comply with MAP-21 – Use calculated results provided by FDOT, if desired – Report to FHWA as required – Develop performance targets – Include in LRTPs and Congestion Management Plans to evaluate alternatives, programming/prioritization of projects Develop own MPMs, if appropriate Coordination with other MPOs, if appropriate Central Office District Office MPO

Data Source Comparisons Travel Time and Speed Data Data SetCompletenessGranularityData AvailabilityFreightCoverage NPMRDS Only uses raw data in generating speeds, where there are no observations there are gaps in the data. 5 minute speed data. New data is reported monthly - Historical data is made available. Includes separate truck travel speeds. Covers the entire National Highway System (NHS) HERE Where data is missing imputed data is used so there are no gaps. 5 minute speed data. Real time data can be accessed any time – Historical data requires an archiving system e.g. RITIS Does not include separate truck travel speeds. Covers the entire TMC network in Florida – 20,000+ miles and provides separate TMCs for HOT lanes TOM Roughly 30% of overall travel speeds come from direct field measured observations. 15 minute speed data could be disaggregated to 5 minute data Origin/Destination data is available. Travel time data can be provided monthly or annually. Does not include separate truck travel speeds. Provides data on a linear referencing system with smaller segment lengths than TMCs. TOM TOM likely provides the widest coverage INRIX Approximately 75% of travel speeds in the peak period come from field measured observations. Speed data can be provided in 1 min intervals, 1 hour interval, and any interval in-between INRIX Data Downloader allows the subscriber to download any data at any time. Captures real time truck speeds which can be used to create a freight profile- No truck travel speed archive Covers the entire TMC network in Florida – 20,000+ miles. INRIX provides additional data for minor arterials and collectors through the XD system

Data Source Comparisons Objectives Describe and compare the current methodologies used by FDOT to calculate MPMs – subtask 1 Identify field measured data sources and describe the needed data for MPMs – subtask 2 Assess the feasibility of transitioning from modeled data to measured data for MPMs – subtask 3 15

Data Source Comparisons Objectives (cont.) Develop recommended standard data processes for MPMs – subtask 4 Recommend an approach for transitioning from current reporting of measures using the FDOT Reliability Model method to use of measured travel time data – subtask 5 16

SHRP2 Implementation Efforts FDOT won an implementation assistance grant from SHRP 2 to: – Enhance SIS benefit/cost tools – Test enhanced tools in project prioritization process – Application of SHRP2 L08 Tool – Revision of FDOT Planning and Programming Process Develop a Florida specific causes of congestion analysis 17

Completed Tasks Bike/Ped LOS and RCI FDOT Reliability Model Testing Trip-Oriented Mobility Monitoring Framework Travel Time Reliability LOS Approach SIS/NHS Connector Analysis Evaluation of Draft HCM Chapter 36 Express Lane Measures TOPS BC – Benefit Cost tool Statewide Lane Elimination
