3 3 Federal Budget FY 16 Budget Resolution approved by Congress, includes $38B Overseas Contingency Operations (OCO) –Result supports President’s budget –But veto threat because OSO seen as Sequestration work around for defense only House Defense Appropriations June 2 nd reported favorably, expect approval by July 4 th Senate taking up Defense Appropriations by July, leadership suggests individual bill votes instead of Omnibus Army FY 16 budget has O&M increases higher than procurement increases, but additional 15k personnel cut.

4 4 National Defense Authorization Act House passed on May 15 th Senate Armed Services Committee completed its mark on May 14 th –Bill currently on Senate floor With the support of the Army Alliance, Senator Cardin considering amendment for Army to brief Committee on building demolitions issues including prioritization, backlog, schedule

5 5 Federal Initiatives House Facilities Sustainment, Restoration & Modernization (FSRM) appropriations mark at $2.957B for Army, $340M increase Increase STEM funding in the National Defense Education Program (NDEP) –One of Governor Hogan’s top five legislative initiatives – THANK YOU Transportation Commuter Parity: tax credit renewal already in work, focus on parity

6 6 State Initiatives RAMP MD (regional additive manufacturing initiative) going strong with first conference held on May 1 st Maryland Cybersecurity Council passed with addition of the Army Alliance, working to get APG added –Will continue to champion APG contributions to the Army’s cybersecurity mission –Thank you Senator Jennings for submitting amendment and Senators Feldman and Astle for supporting

7 7 SPEA & BRAC Thank you to everyone for their support during the SPEA process – Army reviewing information and report/decisions expected in July Still little Congressional support for another BRAC –Does not rule our 2017 BRAC but less likely –Need to monitor and respond to “soft” BRAC reorganizations/relocations that could impact APG
