2 Why Protect Species/Ecosystems Biological resources of the earth is vital for human life Economic and social well being depend on healthy functioning ecosystems To protect biological diversity long term management is necessary – Regulations and laws are needed to protect species at risk

3 Canada’s SARA: Species at Risk Act To protect species at risk from becoming extinct – Recovery measures for species at risk – Management of species identified as ‘Special Concern’ to ensure that they do not become At Risk or endangered COSEWIC is the scientific body that designates and monitors species status SARA unite Environment Canada, Parks Canada, and Fisheries and Oceans as stakeholders of protecting species

4 NL Endangered Species Act This is compatible and works in conjunction with SARA Accepts designations of COSEWIC NL Endangered Species Act Designations – Extinct – Extirpated – Endangered – Threatened – Vulnerable

5 COSEWIC Committee on the Status of Endangered Wildlife in Canada 30 voting members – with biology and wildlife backgrounds – From all provinces and territories – From Four major Federal Agencies Canadian Wildlife Service of Environment Canada Parks Canada Agency Dept. of Fisheries and Oceans Federal Biodiversity Information Partnership – Three members at large selected by the committee

6 COSEWIC Three steps to species assessment – Selection of species that require assessment – Compiling data, knowledge, and information (Status Report) – Assessment of a species’ risk of extinction or expiration

7 COSEWIC Process of declaring a species ‘At Risk’ Status Report – Biological Knowledge of a species, its population, threats – Reviewed by a specialist subcommittee, who make recommendations Species Status is recommended based on criteria of World Conservation Union Minister of Environment is given a copy of Species status Minister of Environment has 90 days to acknowledge the report Minister of Environment forwards report to GIC (Governor in Council) GIC had 9 months to accept or dismiss once they have reviewed the Status Report Once accepted by GIC the species is legally classified as a protected species at risk If GIC does not respond in 9 months the Minister of Environment legally declares the species protected as a species at risk It is then illegal to kill, harm, harass, or capture a species at risk or harm its habitat

8 Special Status Advisory Committee SSAC NL committee that automatically reassesses a species status provincially once it is designated at risk by COSEWIC SSAC recommendations in NL – Woodland Caribou (Labrador herds) – Mountain Holly Fern – Gray Cheeked Thrush

9 Recovery Process for Species at Risk Recovery Team is Created Recovery Plan is created and released – Identifies plan of action for recovery – Identify habitat critical for survival – Establish timelines for implementation Read Harlequin Duck Enviro Focus Page 104 - 106
