1 Board of Supervisors Meeting January 10, 2012 Consider and take action on request for determination of public convenience or necessity on application for Type 40 Alcoholic Beverage License filed by Donna Marie Standard and Howard West Standard, dba Sierra Mountain Feed & Supply.

2 License Type 40 License Type 40- On Sale Beer (Bar, Tavern). Authorizes the sale of beer for consumption on or off the premises where sold. No wine or distilled spirits may be on the premises. Full meals are not required; however, sandwiches or snacks must be available. Minors are allowed on the premises.

3 Statistics Applicant is in Census Tract 0064.03. Five (5) on-sale* licenses are allowed by ABC in this census tract. Currently there are six (6) existing on-sale licenses in this census tract. ABC has determined that undue license concentration exists in this census tract. *on-sale licenses include Types 40, 41, 42, 47, 48, 49, 51 and 52.

10 County policy requires three criteria be considered before determination of public convenience or necessity would be served by the issuance. 1. The issuance of a license would not tend to create a law enforcement problem and increase the level of crime activity. 2. The issuance of a license would provide a needed service to the community and that without this use there would be an inconvenience to the community; 3. The issuance of a license will have a positive impact on the local economy.
