3. SURPLUS PROPERTY PROCESS STATE OF TEXAS SURPLUS PROPERTY PROCESS Govt. Code, Title 10, Subtitle D, Chapter 2175 Texas law requires that state agencies allow 501(c)3 non-profit entities to acquire their surplus property, before the items are sold through surplus sale options.
