1 Technical Requirements to comply with under the ADR Agreement
Cairo, 23 October 2011 Good Afternoon, I am Jacques Marmy, Head of Technical Affairs at the International Road Transport Union based in Geneva. I am working for the IRU since the end of 2005 as the secretary of the IRU International Commission on Technical Affairs and of the IRU Group of Experts on the Transport of the Dangerous Goods - which we also call “GEMD”, which mostly deals with ADR issues. My work can be sometimes very challenging, like today, to be in front of you, trying to bring you a taste of what is behind ADR requirements for road transport companies. I hope to be able to be as interesting as the previous presentation, which was done by my President. The GEMD is a group of experts specialised in dangerous goods transport from all our member countries and we meet twice a year to tackle all pending issues and to bring a word for all on all incoming new requirements. The Group of experts work very closely and we can say, we are a family business…with good and bad times! Let’s move now to the core of my presentation, which is about the technical requirements to comply with under the ADR Agreement. Documentation Placarding and Marking Transport Unit Equipment Vehicle Crew Construction and Approval of Vehicles Traffic Regulations It is short to cover such a dense issue during a presentation. So, in order to avoid any confusion, I structured my presentation around 6 main items to provide you with a broad, but precise overview of the topic, so that you can know exactly what it takes concretely to implement ADR. First, I will say a few words on the documentation related to ADR transport which should be on-board the vehicle ; then, for the outer part of the vehicle, I will explain which marks and placards should be affixed to the transport unit depending on the dangerous goods carried. Then, I will talk about all the required equipments which should be on board of a dangerous goods transport unit, without forgetting the vehicle crew requirements and finally, I would like to say a few words on vehicle constructions and type-approvals, as well as on traffic regulations, which is quite difficult and odd in some contracting parties. 3 I. Documentation Transport Document (CMR, etc.)
Instructions in Writing Passport / ID / Driver Licence (picture ID) Certificate of Driver’s Training Certificate of Approval for Vehicles Meant for Tank Transport The documentation required under the ADR agreement is very specific. In addition to the documents required by other transport regulations, the following documents shall be carried on the transport unit: The transport documents covering all the dangerous goods carried. They are established under the responsibility of the consignor including all information concerning the dangerous goods. The instructions in writing, which contain actions in the event of an accident or emergency. They should be in the language of the vehicle crew and understandable for all crew members Means of identification, which include a photograph, for each member of the vehicle crew, during the carriage of dangerous goods – specially for security purpose (such as driving license, ID card); The certificate of driver's training (valid 5 years); which I will explain a little more later on The certificate of approval for vehicles meant for tank transport (date of validity); (c) International Road Transport Union (IRU) 2011

4 II. Placarding and Marking
Orange-coloured plate marking… …with hazard identification number and UN number, for tank transport (both sides): …for all vehicles (front and rear): 40 cm 30 cm 10 c m 33 1088 40 cm 30 cm This is the mark which is the most seen or known indicating that a dangerous good is in transport unit. The orange-coloured plates shall be reflecto-reflective, weather- and fire-resistant and ensure durable marking. The orange-coloured plates may be separated in their middle with a black horizontal line, where on the top you can find the hazard identification number and below the UN number of the product loaded on the transport unit. In all the cases, the orange coloured plates are visible in the front and in the rear of the vehicle, we will see also that we can find them on both sides of a tank transport. 5 How should a vehicle be marked?
This example is for general cargo marking for dangerous goods. This vehicle could carry several different dangerous goods products, packaging! (c) International Road Transport Union (IRU) 2011

7 For each article or substance listed in the ADR, one or more labels shall be affixed on the packaging or the tanks. This is really for the emergency bodies so that they can identify the danger right on the site of an incident. Those labels are harmonised between several modes. 8 Placards shall be affixed to both sides and at the rear of the vehicle.
Where more than one placard is required for the same compartment, these placards shall be displayed next to each other. When the tank-vehicle or the demountable tank carried on the vehicle has multiple compartments and carries two or more dangerous goods, the appropriate placards shall be displayed along each side at the position of the relevant compartments and one placard of each model shown on each side at the rear of the vehicle. 10 Sign for environmentally hazardous substances
Sign for high temperature substances The environmentally hazardous mark is used on all containers, multiple element gas containers (MEGCs), tank-containers, portable tanks and vehicles containing liquid or solid substance pollutant to aquatic environment. High-temperature mark for liquids above 100°C and for solids above 240°C, where the hazard is a risk of burns by heat. Those provisions of placarding shall apply to the mark. 11 III. Transport Unit Equipment
Firefighting equipment: Equipment onboard the transport unit: For each member of the vehicle crew: The following equipments shall be carried on board the transport unit for all danger label numbers: - at least one portable fire extinguisher for the inflammability classes as set by the CEN standard classification of fires. - for each vehicle, a wheel chock of a size suited to the maximum mass of the vehicle and to the diameter of the wheel; - two self-standing warning signs; - eye rinsing liquid; and for each member of the vehicle crew - a warning vest (e.g. as described in the EN 471 standard); - A dedicated flash light; - a pair of protective gloves; and - eye protection (e.g. protective goggles). Additional equipment required for certain classes: - an emergency escape mask for each member of the vehicle crew shall be carried on board the vehicle for danger label numbers 2.3 or 6.1; - a shovel; - a drain seal; a collecting container made of plastics. 12 IV. Vehicle Crew Driver: Basic training course: 18 teaching units
Specialisation training course for carriage in tanks: 12 teaching units Specialisation training course for carriage of substances and Class 1 articles: 8 teaching units Specialisation training course for carriage of Class 7 radioactive material: 8 teaching units Other crew members: In-house training Drivers of vehicles carrying dangerous goods shall hold a certificate issued by the competent authority or by any organization recognized by that authority stating that they have participated in a training course and passed an examination on the particular requirements that have to be met during carriage of dangerous goods. The minimum duration of the theoretical element of each initial course or part of the comprehensive course shall be as follows: Basic course; 18 teaching units Specialization course for carriage in tanks; 12 teaching units Specialization course for carriage of substances and articles of Class 1 (explosive); 8 teaching units Specialization course for carriage of radioactive material of Class 7; 8 teaching units Additional teaching units are required for practical exercises, such as extinguishing fire. The examination shall take the form of a written examination or a combination of a written and oral examination. (c) International Road Transport Union (IRU) 2011

(Enter Class or (Enter Class or UN Number(s) or UN Numbers The ADR Certificates should still be harmonised and we hope they will be made available in an electronic format in the future. This would enable a better management and opportunities for future evolution in order to reduce constraints/barriers during inspection. The aims of the new format is to avoid forgery and give more flexibility to the control authority to verify the authenticity of the document, while carrying out road side checks. The ADR Certificate shall have a harmonised mandatory layout. Its dimensions shall be the same format as the European national driving licence and for economic reasons only the front shall have “dynamic data”, while the back may be used for additional information, such as referring to the need to accompany the certificate with the “driving licence”. In the future, by using the format on an electronic solution as the basis, we could have an ADR Certificate database available for enforcement authorities and/or the road transport industry. They could then rapidly check the profile of a driver by going through a website address on a centralised database. (c) International Road Transport Union (IRU) 2011

14 V. Construction and Approval of Vehicles
Braking ABS, retarder Electrical equipment Wiring, battery master switch, batteries, permanently energised circuits, lighting and electrical connections Prevention of fire risk Vehicle cab, fuel tanks, engine, exhaust system, vehicle endurance braking, combustion heaters Speed limitations device Trailer coupling device Requirements concerning the construction of vehicles. All vehicles for braking equipment shall fulfil the requirements of ECE Regulations 13 or 71/320/EC. The Commission on technical Affairs is working onto harmonising the testing procedure at PTI, as too many discrepancy are known, and we will have to present our solution at the GRRF at the UNECE in Geneva. The ADR gives an excellent description on electrical installation requirements and prevention of fire risk, from the size of conductors to the cables, with the appropriate protection to avoid any risk of short circuit or fire and for all extern systems to be fire-resistant and hermetically. We have also established a checklist in order to mitigate fire on vehicles. Motor vehicles with maximum mass exceeding 3.5 tonnes shall be equipped with a speed limitation device (Regulation 89) that speed can not exceed 90 km/h. All coupling devices of trailers shall comply with the technical requirements of the ECE Regulations 55 or directive 94/20/EC. (c) International Road Transport Union (IRU) 2011

15 Vehicle for tank transport
General safety regulations: brakes, lighting, etc. based on national authorities and legislations Vehicle Annual technical inspection according to the ADR Agreement ADR Requirements concerning the construction and approval of vehicles (Part 9) and tanks (see 9.7.2) Vehicle for tank transport Certificate of Approval All vehicles shall comply with the relevant requirements of the ADR. Every complete or incomplete vehicle shall be subjected to a first inspection by the competent authority in accordance with the administrative requirements of the ADR to verify conformity with the relevant technical requirements of certain chapter of the ADR. At the inspection for ADR approval, only parts referred to it shall be inspected for compliance. The validity of a certificate of approval shall expire not later than one year after the date of the technical inspection of the vehicle preceding the issue of the certificate. 17 VI. Traffic Regulations
Obligation to use highways Restrictions related to crossing overcrowded regions Tunnel restrictions Bridge restrictions Inland ferries restrictions Driving bans on certain days Traffic regulations depend on the contracting parties’ regulations (national regulations). We can see that contracting parties can impose roads, in many cases the dangerous goods traffic are lead on highways, and in the middle of Europe for instance, we see more and more tunnel restrictions, as there is a classification of tunnels based on the hazard incurred by certain dangerous goods. Finally some countries might impose also a mode of transport for carrying dangerous goods. (c) International Road Transport Union (IRU) 2011
