Importance of cooperation – owner – structure ? Mental health care for mentally disturbed offenders: outreach? Hospitals should not become prisons Expansion of capacity 40 beds for treatment is insufficient to provide for the diverse and complex problems Increase of financial means: specialisation > fragmentation
