4 Serving Our Bureau Clients The Appraisal Services Directorate (ASD) primarily provides appraisal services to four Department of the Interior (DOI) Bureaus: Bureau of Land Management (BLM) Bureau of Reclamation (BOR) U.S. Fish and Wildlife Service (FWS) National Park Service (NPS) 4

5 5 ASD strives to provide quality appraisals to ASD’s Bureau clients that: ► Comply with the Uniform Standards of Professional Appraisal Practice (always) ► Comply with the Uniform Appraisal Standards for Federal Land Acquisitions (when applicable) ► Meet DOI policy and Regulatory requirements ► Are completed and reviewed in a timely manner ► Are cost-effective

6 6 Appraisal Opportunities Available ► Projects involve a variety of property types: residential, recreational, agricultural, commercial, industrial. ► Appraisal assignments range from the relatively simple to the extremely complex that require specialized experience and training. ► Assignments encompass a broad range of estates and rights. Various components and interests – such as minerals, water rights, timber, and conservation easements – are often involved.

7 Earning the Second Job ► Perform credibly on the first job! Read and understand the UASFLA (Yellow Book) Read and understand the Statement of Work (SOW) Read and understand the USPAP, in particular the Scope of Work & Competency Rules Do not get greedy with the bid appraisal fee Do not fight the review process 7

8 Understand the Yellow Book ► Read the Yellow Book ► Take the UASFLA educational course ► Follow the Yellow Book format for appraisals ► Use the UASFLA Checklist ► Bottom line – do not agree to do an assignment unless you understand the appraisal requirements of the UASFLA 8

9 9 Understand the Statement of Work (SOW) The ASD Engaging Appraiser prepares a SOW for each appraisal that clearly defines all particulars of the assignment. SOWs have five primary components: Problem Identification Assignment Qualifications Supplemental Standards General Requirements Instructions to the Appraiser

10 SOW Issues ► Read the SOW ► Read the SOW again to make sure you understand the assignment particulars and if in doubt, ask questions ► Agency Requirements ► Be prepared for pre-appraisal conferences 10

11 Understand the USPAP ► Read and understand USPAP Scope of Work Rule Competency Rule 11

12 12 ► All appraisal reports are reviewed by an ASD staff review appraiser for compliance with the applicable appraisal standards in accordance with USPAP Standard 3. ► Do not get defensive! The review of your report is not an adversarial process. It is an opportunity to improve and it is a two-way street; ASD also learns from the appraisers. ► Do not make the reviewer your proof reader… Review Process Issues

13 Summary To earn the second and following appraisal assignments from ASD, the appraiser should: ► Perform credibly on the most current job ► Adhere to the UASFLA requirements ► Adhere to the assignment requirements set forth in the Statement of Work ► Adhere to the USPAP requirements ► Be receptive to the review process 13
