4 Health Care Reform: Health Care Workforce  Expands and reinforce the nation’s health workforce by increasing investments in training health care professionals.  Decreases shortages in primary care and workforce by investing in scholarship, loan repayment, and training grant programs.

5 Primary Care and Workforce Development Benefits  Provides 10% Medicare bonus for primary care services provided by primary care physicians through 2016.  Increases Medicaid reimbursement.  Provides $1.5 billion in mandatory spending for the National Health Service Corps.  Provides $11 billion for building new and expands existing community health centers.

6 Primary Care and Workforce Development Benefits (Cont’d)  Strengthens grant programs for primary care training, especially programs that prioritize training in patient-centered medical homes.  Redistributes unused Medicare-funded residency slots to programs that agree to train more primary care physicians.  Promotes the training of practitioners in the outpatient setting. http://docs.house.gov/energycommerce/WORKFORCE.pdf

7 Health Care Reform: Shortage Designation Impact  Establishes a negotiated rulemaking committee for development of methodology and criteria for designating medically underserved populations and health professions shortage.  Expected date for publication of the new rule is no later than July 1, 2010. 124 Stat 119, 677 -679

11 National Health Service Corps Update  In FY 2009 (7/1/08-6/30/09), the PCO reviewed and recommended 26 site applications for the National Health Service Corp (NHSC).  March 2010, part-time health care professionals are able to apply to the National Health Service Corps demonstration program for the Part-time Loan Repayment. Extended to 5/25/10.  Regional Meetings

12 Shortage Designation Update CY 2009  45 areas and facilities have been reviewed;  20 new designations,  7 renewals, and  18 updates.
