2 Agenda Background Secure communications projects in London –Project 1: Secure transfer of Post Natal information –Project 2: Westminster Secure email Project –Project 3: Hospital Admission and Discharge notifications –Project 4: Implementing a Shared Directory for the NHS and Social Care –Project 5: Secure Communications with 3 rd Sector

3 Background NHS London working with the Department of Health Common Assessment Programme (CAF) programme which aims to enable the sharing of usable information between health and social care Long Term: Direct system-to-system information sharing through “structured” messages. Medium Term: Implement an “Adapter” which can support information sharing between systems that can accept “structured” messages and those that aren’t able to yet. Short Term: Promote secure email across London (NHS, Social Care and 3 rd parties). Secure email is quick, secure, cheap and available now for NHS and Social Care.

6 NHSmail – emailing local government Using NHSmail to email local government Patient information can be sent securely between NHSmail and other NHSmail accounts, as well to a number of specified formally accredited secure email services within Government. Content does not need to be encrypted. Secure domains for exchange of patient data with NHSmail : gcsx.gov.uk;.gsx.gov.uk;.cjsm.net;.x.gsi.gov.uk;.gsi.gov.uk;.gse.gov.uk;.police.uk;.pnn.police.uk;.scn.gov.uk

7 Project 1: Maternity – Secure transfer of Post Natal information Current situation – Clinical information regarding labour and delivery of baby is faxed across to community office for post natal services Problem – Clinical risk – info to wrong location, fax not working, associated SUIs (Serious Untoward Incidents) etc.

8 Project 1: Maternity - Secure transfer project Pilot to take place in North Central London – 5 NHS trusts, and 1 private hospital Information to be emailed using NHSmail Group inbox at both ends of process Email populated with information from Maternity IT system Pilot to begin on November 1 st 2010 If successful, roll out to rest of London maternity services ASAP Further info – suzanne.easton@nhs.net or jess.read@london.nhs.uk suzanne.easton@nhs.netjess.read@london.nhs.uk

9 Case Study 2: Westminster Secure Email Project Looking at implementing secure email links to support information sharing for both Children’s and Adults workflows. Phased approach will be implemented with initial scope: –Community Health Teams: District Nursing, Community Matrons, Health Visitors, Looked After Children and Locality Health teams. –Social Care Teams: Duty & Assessment Team, Locality Teams, Continuing Care Team. –GPs: Marven Medical Practice. GP’s key part of the workflow – PCTI Docman (GP Document Management system) involved in the work. Next steps: Confirming information flows with view to implementing secure email approach in November.

10 Project 3: Admission and Discharge Notifications (delayed discharge/reimbursement process) Workflow Hospitals have a statutory duty to notify the relevant local authority of a patient’s likely need for community care services (referred to as an ‘Admission Notification’ or Section 2 notification). A second notification (‘Discharge Notification’ or Section 5 notification) follows completion of a multi-disciplinary assessment and gives notice of the proposed day of discharge back into the community. These notifications are typically faxed at present.

11 Project 3: Admission and Discharge Notifications (delayed discharge/reimbursement process) Pilots: Working with Ealing Local Authority, Ealing Hospital, Hounslow Local Authority and West Middlesex University Hospital to demonstrate cross-boundary information sharing focussing initially on this workflow through secure email. Hammersmith also interested. Southwark and Lambeth with Kings College Hospital also initiating secure email, further interest from Lewisham and Greenwich. Hackney Local Authority and Homerton Hospital initiating secure email, kick off meeting taken place, Islington Local Authority also joined.

12 Project 3: Admission and Discharge Notifications (delayed discharge/reimbursement process) Extending the scope: Opportunity to set up network across Boroughs and Acute Trusts in London? White Paper: Will link well with the new responsibilities announced by the Health Secretary in June 2010, requiring the NHS to manage 30 day hospital discharge from April 2011. Working with Social Care and other sectors, Hospitals will have overall responsibility and will be penalised for emergency readmissions by not receiving payment for any additional treatment a person may need.

13 Project 3: Ealing and Hounslow example Admission and Discharge Notifications Ealing Hosp. 14 Project 4: Implementing a Shared Directory in London for the NHS and Social Care In October 2010, the NHSmail national team informed NHS London of the opportunity to place London Local Authorities into the NHSmail Directory. This will include staff email addresses and include secure group email accounts. Proposing 2 boroughs to start with, likely to be Ealing and Greenwich. The Shared Directory project, bringing together the NHS and Local Authorities, can support the move to GP Consortia and the transfer of public health responsibility to social care

15 Project 4: Shared Directory - Benefits Helps to ensure users are sending to the correct address (and secure) email address. Easy to access from your own email client e.g. Outlook. Powerful and easy to use search capabilities to find the right person. You can download any organisations address book for off- line access. Accessible on the internet, you don't have to be on an NHS site.

16 Project 5: London Councils and Camden Communicating securely with the 3rd Sector –A Pan London project initiated by London Councils and led by Camden Borough –Need to communicate locally with a large number of voluntary, community sector and private sector partners, providers and citizens. –Strong demand has been identified by local authorities across London for a solution that addresses this, preferably in a unified way.
