The UNDP as a GEF Agency GEF Agencies play key roles in managing GEF projects on the ground: They assist eligible governments and NGOs in the development, implementation, and management of GEF projects They are requested to focus their involvement in GEF project activities within their respective comparative advantages For integrated projects, agencies may choose to partner and define clear complementary roles, based on comparative advantages

The UNDP EEG LAC & the system of Principal and Regional Technical Advisors The EEG is subdivided in substantial Technical Areas (international waters, ecosystems & biodiversity, land degradation, climate change, etc.) led by a Principal Technical Advisor (PTA, at HQ – New York) The PTA leads a team of Regional Technical Advisors (RTAs, in RCU Panama) The RTAs belong to a Regional Team, led by a Regional Team Leader. The Regional Team provides support to the CO’s and promotes coordination among technical areas in the region

How to access GEF funds through the UNDP 3 Phases project support 3 tiers of Quality control Project Identification Project Development Project Oversight UNDP Country Office programming dialogue with country partners, UNDAF/CCA and CPD project development support, inter-ministerial consultation, identification and engagement with partners annual work plan; financial procedures; financial oversight and audit; project governance; project progress; general support and troubleshooting; evaluation, financial closure and final reporting UNDP/GEF Region-based Technical Advisor upstream policy dialogue - sectoral, finance and planning ministries; identify potential SOFs; technical & eligibility screening source technical expertise; assure overall technical quality technical backstopping to CO; technical quality assurance; sourcing and controlling quality of technical expertise; extract and disseminate knowledge and lessons UNDP/GEF Principal Technical Advisor determine strategic priorities for support based on global good technical practice overall quality control → clearances with sources of funds ensure best available global knowledge and expertise; technical control of quality and performance; technical backstopping; knowledge synthesis and dissemination

20 Provides the templates and guidelines to Proponent Assists Proponent with finalization of the concept, ensuring comments from UNDP-GEF Regional Unit, and Headquarters Focal Area Team are satisfactorily addressed* Submits Concept to GEF Regional Unit for clearance and transmittal to Headquarters Focal Area Team; Ensure that the GEF OFP Endorsement letter is available * Iterative Review until proposal is cleared

21 Provide the template and guidelines to Proponent Assists Proponent with formulation of the project document, ensuring comments from UNDP-GEF Regional Unit, Headquarters Focal Area Team and STAP reviewer are satisfactorily addressed* Submits final proposal to GEF Regional Unit for clearance and transmittal to Headquarters Focal Area Team Ensures that Cofinancing letters (commitment letters) are available * Iterative Review until proposal is cleared
