12 ECC PT1 input to the CEPT preparation to the WRCs (pre WRC -2015) ECC PT1 has contributed to the preparation of the European Common Proposals (ECPs) for the World Radiocommunication Conferences (WRCs) on the following Agenda Items: WRC-2000: 1.6.1 1.6.2 WRC-2003: 1.22 1.33 1.34 WRC-2007: 1.4 1.9 review of spectrum and regulatory issues for advanced mobile applications in the context of IMT ‑ 2000, noting that there is an urgent need to provide more spectrum for the terrestrial component of such applications, and priority should be given to terrestrial mobile spectrum needs, and adjustments to the Table of Frequency Allocations as necessary identification of a global radio control channel to facilitate multimode terminal operation and worldwide roaming of IMT ‑ 2000 to consider progress of ITU ‑ R studies concerning future development of IMT ‑ 2000 and systems beyond IMT ‑ 2000, in accordance with Resolution 228 (WRC ‑ 2000) to review the results of studies in response to Resolution 539 (WRC ‑ 2000) concerning threshold values for non ‑ GSO BSS (sound) in the band 2 630 ‑ 2 655 MHz, and to take actions as required to review and revise technical, operational and regulatory provisions, including provisional limits in relation to the operation of high altitude platform stations within IMT ‑ 2000 in the bands referred to in No. 5.388, in response to Resolution 221 (WRC ‑ 2000) to consider frequency-related matters for the future development of IMT ‑ 2000 and systems beyond IMT ‑ 2000 taking into account the results of ITU ‑ R studies in accordance with Resolution 228 (Rev.WRC ‑ 03) to review the technical, operational and regulatory provisions applicable to the use of the band 2 500-2 690 MHz by space services in order to facilitate sharing with current and future terrestrial services without placing undue constraint on the services to which the band is allocated 11

13 WRC-2015: AI 1.1 and AI 1.2 WRC-2015: Support CPG_PTD on AI 1.1: to consider additional spectrum allocations to the mobile service on a primary basis and identification of additional frequency bands for International Mobile Telecommunications (IMT) and related regulatory provisions, to facilitate the development of terrestrial mobile broadband applications, in accordance with Resolution 233 (WRC 12); Support CPG_PTD on AI 1.2 to examine the results of ITU R studies, in accordance with Resolution 232 (WRC 12), on the use of the frequency band 694-790 MHz by the mobile, except aeronautical mobile, service in Region 1 and take the appropriate measures; ECC PT1 is paving the way for the future of mobile ECC PT1/CPG PTD meetings were co-located ensuring efficient organization and cooperation for drafting CEPT position on AI 1.1 and AI 1.2 in synergy with harmonisation measures under development in ECC 12

14 ECC PT1 input to the WRC-2015 WRC-2015: Support CPG_PTA on AI 4 and 10 to further develop the working document on «Proposed action on Resolutions relating to Mobile Service» and the ECP elements When developing its response to CPG PTA, ECC PT1 addressed contributions from industry on future needs from mobile sectors on frequency ranges above 6 GHz, specific frequency bands to be considered for future IMT-systems, Initial characteristics of systems operating in the bands above 6 GHz, provide initial estimations for spectrum requirements for systems above 6 GHz 13

15 ECC PT1 is the CEPT entity contributing to ITU-R WP5D 14 Since the establishment of the ITU-R WP5D “IMT Systems” (successor of ITU-R WP8F) in January 2008, ECC PT1 has been contributing to its work by presenting the CEPT positions on the issues on the agenda of WP5D, including: Development and update of ITU-R Recommendations and Reports on IMT Digital Dividend (790-862 MHz for Region 1) IMT-Advanced submission and evaluation process Cognitive Radio Systems (CRS) Femtocells (home base stations) 3,5 GHz 700 MHz ECC PT1 is brand recognized at the international level and in the industry

19 ECC PT1 current and recent activity The following presents a list of current and recent activity within ECC PT1: ECC DEC (15)CC on 700 MHz MFCN and CEPT report 53 (EC mandate 700 MHz) Developed cross border coordination REC for MFCN in 1452-1492 MHz and in 3,4- 3,8 GHz Revised ECC/DEC(05)05 to improve the band plan 2,6 GHz and to add relevant technical conditions (BEM) Developed ECC report on “Coverage obligations” and on” Mobile Communication On- board Vessels” Managed the evolution of ECO Report 03 on licensing of mobile bands now available from EFIS Will soon start to review ECC/DEC(08)08 on MCV Will develop an ECC report on operational guidelines to support the implementation of the current ECC framework in the 3.6-3.8 GHz range Will further work on Task 3 of the EC Mandate on 700 MHz 18
