2. Project background In April 2007, the City of Venice was asked to lead a Fast Track Pilot Project within URBACT I. The first preliminary phase was concluded in 6 months and approved by the Urbact Secretariat. The second phase within URBACT II started last November 2007 and will last 18 months. Mile is a Fast Track Pilot Project - one of the tools for implementing the Regions for Economic Change Programme - launched within the framework of URBACT I, in order to experiment the organisation and working processes before URBACT II. The specificity of this kind of project is that the preparatory phase (phase 1) is funded under URBACT I and the operational phase (phase 2) under URBACT II. This implies that, for each phase of the Pilot FTN, there will be a specific set of outputs to be produced, a distinct budget and related financial and thematic report. For both phases time is short and, even if the theme to be developed is the same throughout the two phases, the management and administration sometimes seem complex as if for two different projects. 3. Project Aims Mile seeks to establish a thematic partnership network of 10 Cities and their Managing Authorities. This partnership is based on the need to develop an integrated exchange programme relating to the theme of “Managing migration and Integration at local LEvel - Cities and Regions (MILE)”. The project has the overall aim of assisting the partners to reach agreement on a program of actions to be presented in the operational phase. One additional aim is to identify best- practice scenarios and integrate them with the issues of migration and integration within regional Operational Programmes. The main advantages in participating in such a pilot project are : To share the experience with our Managing Authority, finding concrete financing possibilities for the project proposal; to lead a Pilot project within the Urbact II programme; to capitalise on previous experience developed by the City of Venice within Urbact I. To date we have received positive feedback from the MAs involved. They understand the Importance of their role in contributing to the development of a project that can be replicated at regional level. 4. Project Partnership The goal was to find a balance between convergence and competitiveness as requested by Commission and Secretariat 1. Venice / Veneto (IT) 2. Charlois / Rotterdam(NL) 3. It has been difficult to have the agreement of pairs of Cities and Managing Authorities and also, in some cases, to identify the MA responsible for the Operative Program. MILE - PHASE I Identification of objects European mapping: - policies, debates, trends (migration & integration); -migration and integration on the EU agenda; -connect the partners with the European context of the project. Local mapping: -migration and integration situation, some figures, mapping of services, analysis of the efficiency of services; - identification of the needs and gaps in services related to enterprise development, active inclusion, cultural diversity, access to basic services. Analysis and conclusions - outcomes: -10 reports produced by experts from each partner city; -detailed SWOT analysis for each city - differences exist and priorities differ; -summary SWOT analysis for all cities - similarities exist. In order to carry out the baseline study each city indicated an expert to work on data collection. Having a centralized budget,all contracts with external experts have been signed by the Lead partner. 6. MILE - PHASE II Objective 1: Address and develop the three project sub-themes: - enterprise development; - active inclusion in the labor market; - access to services and intercultural dialogue. Goal: to define the sub-themes satisfying the different partner’s needs and matching their OP. Objective 2: Ensure an effective system for financing, administration, monitoring and coordination. According with Urbact II roles, the LP manages a centralized budget. This solution is aimed to simplify the financial management but implies a greater initial effort for the LP. Objective 3: Disseminate and capitalise the project results and outcomes at National and EU level. The above also implies finding links with OP and other EU programmes. Objective 4: Ensure local involvement in the project activities. All the partner are aware of the importance that the MA are involved in all the project meetings circle. Output 1: develop and deliver 3 action learning sets per each partner Output 2: establishment of 10 local support groups (one for each partner) Output 3 : production of 30 local action plans related to the three project sub–themes Project co-financed by ERDF within the URBACT Programme - Region for economic change – Brussels 25 / 26 February 2008

Methodology MILE will use the Action Learning Methodology previously experimented by Venice in Urbact I: - Everyone has experience and knowledge and can form part of the exchange and learning process; - Peer Learning ensure that the personal and social capital that participants bring will form part of the exchange and learning process; - Problem-solving Focus as organizational technique; - Learning by doing encourages participants to learn with and from each other; - Mentoring/ Coaching; - Facilitation. The methodology aims to achieve two key goals: - Maximize impact at a local level and ensure that the resulting local project proposals have wide ownership; - Facilitate the effective transnational exchange of experience and learning. The thematic expert assistance to the Lead Partner is aimed to: - to define the methodology, identify the issues, collect and organize data provided from the partner; - to implement the Steering Committee Meeting, to facilitate the workshop, to find links between different OP. 9. Lessons Learned from MILE Project co-financed by ERDF within the URBACT Programme - Region for economic change – Brussels 25 / 26 February 2008 The MILE Fast Track Project is a very important opportunity for the City partners to develop jointly with the Managing Authorities a local action plan capable of maximizing opportunities for the urban areas. The real added value of the project is to create links between different levels of government and to identify real opportunities identified in Operational Programmes. On the basis of this exchange and learning process, the MILE Project brings together key operational actors from the partner cities and actors from each MA in the partnership. This ensures close involvement and co-operation in the learning exchange between practitioners, policy makers and programme managers. In this way Partners have a concrete possibility to maximize impact at local level. Furthermore this ensures that the resulting local project proposals have wide ownership and at the same time this facilitates the effective trans-national exchange of experience and learning.
