2 SWITCH-Asia Policy Support Component - Thailand Good Basis  Since the 1990’s CT was introduced, later covering other SCP aspects  SCP incorporated in to the 9 th and 10 th National Economic and Social Development Plans (NESDP, 2001-2011)  SCP gain even more importance in upcoming 11 th Plan (2012-2016)  Other existing concepts are e.g. “Sufficiency Economy” (Thai Initiative), “Green Economy” and later Climate Change mainstreaming efforts  Excellent foundation for incorporating sustainability in all levels of legislation, planning and administration in Thailand

6 SWITCH-Asia Policy Support Component - Thailand Major Gaps and Weaknesses  Lack of capacities to develop and implement effective and widely accepted SCP policy instruments  Lack of monitoring and evaluation system to back-up effective policy strategies and supports  Lack of coordination and common direction of several line ministries/stakeholders  Lack of economic and financial incentives/tools/mechanisms for producers & consumers to improve SCP  Focus are more on SP, with limited action on SC (as a market force!)  Laws and regulations need to be revised/updated and enforced to facilitate the implementation of SCP-related policies  Awareness and R&D

8 SWITCH-Asia Policy Support Component - Thailand Project Main Approaches Main working approaches and orientation for sustainable results  Focus on selected policy areas/issues and sectors identified by Thai main partners/stakeholders  The project assists to consolidate/mainstream SCP efforts both on national and provincial/local level, and to develop SCP enabling policy measures, e.g. economic and financial tools, where SC and SP policy measures are better linked  Strong support of the private sector (producers and consumers) in the policy formulation process, to ensure effectiveness and feasibility  Addressing relevant and forward-looking policies (e.g. education)  Strengthen capacities of policy and decision makers both in technical and methodological aspects  Promote integrated pollution control / environmental management  Enhance public participation and multi-stakeholder dialogues  Use and promote of adapted technology/know-how transfer  Strive for triple-win (economic, environment, social) -

10 SWITCH-Asia Policy Support Component - Thailand Ideas for Synergy & Sustainability Beyond Experience Exchange On National / Local Level: Linkages with other SCP-related policy and implementing projects to jointly improve existing structures, e.g.  Legislation/policy enacting: Establish a national/inter-ministerial (e.g. under prime minister office) competence/innovation centre as a “SCP policy umbrella” (e.g. legal entity), with a decentralized structure supporting SCP efforts in specific sectors and industrial areas/clusters…e.g. to serve as kind of national SCP policy clearing house  Policy formulation process: Establish new permanent platforms (e.g. for a “unified” national standard and certification system) between public, private sector, academics and civil society for dialogues and initiating, driving or improving enabling policy measures at national and local/provincial level…e.g. annual national SCP forums  Sustainable Financing SCP Policy Support: The above could be established as a public-private-partnership entity to ensure ownership among all parties on the side of consumers and producers

11 SWITCH-Asia Policy Support Component - Thailand Ideas for Synergy & Sustainability Beyond Experience Exchange On Regional Level: Linkages with other SCP PSC and other regional or of other national grant projects (e.g. via Network Facility) for joint efforts  Eco-Label/GP: Harmonize SCP criteria for national eco-labels…with the perspective of a regional eco-label in future (in the light of 2015 regional integration)  Eco-Label/SP: Develop a regional standard (and certification/labelling) for eco-industrial park in Southeast Asia…with the perspective of awarding economic/financial incentives to certified parks/estates  Regional SCP Body: Establish a regional (inter-governmental) SCP competence centre (SEA or ASEAN or selected) for tackling regional issues, e.g. capacity building on cross-border issues/industrial corridors, regional cooperation projects or environmental crisis, etc.
