4 THE REAL ESTATE CADASTRE
Data on location, shape, area, type of use and buildings are registered for each cadastral parcel Location and shape of cadastral parcels and buildings are presented on cadastral maps Written cadastral data are systematized is possession registration sheets in two parts: Part A with data on cadastral parcels Part B with data on owners Data on owners in possession registration sheet are the Land Book data The Real Estate Cadastre is kept and maintained in cadastral offices (government authority) Moscow, 28 September 2011

5 THE LAND BOOK The Land Book is the register in which data about owners and holders of other real property rights are attached to the cadastral parcels defined by the Real Estate Cadastre When it is about transfer of real property rights one legally becomes an owner by registration in the Land Book Data in the Land Book are systematized in land sheets which have three parts: Part A with data on cadastral parcels Part B with data on owners Part C with data on encumbrances (e.g. mortgages) The data on cadastral parcels are cadastral data Land books are kept and maintained in municipal courts (juridical authority) Moscow, 28 September 2011

Cadastral and land book data are organized in cadastral territorial units (cadastral municipalities) 3330 cadastral municipalities 14,48 million cadastral parcels 2,89 million real estates (one real estate can consist of several cadastral parcels) 2,9 million owners Moscow, 28 September 2011

The workshop will focus on the changing role and attitude of parties involved in land administration, e-Land Administration, and 3D cadastre as a new information source for the society. 34 UNECE WPLA LA REVIEWS Part of Countries profiles for housing sector organized by Committee on Housing and Land Management The country profile of Tajikistan is completed (contains a chapter on land administration) A country profile of Ukraine was approved by the Committee on Housing and Land Management and – a pre-mission to Ukraine – was undertaken in mid-June The study will cover: (a) housing stock, utilities and new housing construction; (b) financial and legal framework for housing; and (c) land administration (institutional and legal framework, cadastre and land registration; land reform; topographic and cadastre mapping; and taxation). Moldova expressed interest in having a country profile review undertaken that would also include a chapter on land administration on UNECE WPLA 7th Session. Moscow, 28 September 2011

35 UNECE WPLA COOPERATION WITH INTERNATIONAL ORGANIZATIONS DEALING WITH LAND ADMINISTRATION ISSUES
The Working Party highlighted the importance of cooperation and networking with other international organizations and acknowledged the need to foster cooperation among international organizations dealing with land administration issues. Special part of 7th Session of UNECE WPLA was dedicated to international cooperation International organizations represented on the 7th Session: The European Land Information Service (EULIS) EuroGeographics International Federation of Surveyors (FIG) European Land Registry Association (ELRA) UNECE will establish a comprehensive list of partners (including local partners) dealing with issues of land administration in order to enhance coordination among the stakeholders. The list will be hosted on the Working Party website. At a later stage, this comprehensive list will be further developed and published as a resource guide. Next meeting on international cooperation will take place in Belfast (16-19 October 2011) during EuroGeographics General Assembly Moscow, 28 September 2011
