The proportion of drug arrests per capita was lowest in Region 1 compared to other ONEA regions and the state average. The number of treatment admissions in Region 1 were second highest per capita after Region 3, with heroin and marijuana comprising the largest number of substance abuse admissions. Additionally, Region 1 reported the highest number of drug-related deaths per capita when compared to other regions and Oregon. Heroin comprised the highest number of drug-related deaths (108) in the region, followed by methamphetamine (42) and cocaine (18). The number of indoor marijuana plants seized in Region 1 rose more than threefold between 2008 (3,429) and 2010 (11,125), but declined nearly 60 percent from 2010 (11,125) to 2012 (4,627). The number of outdoor plants seized in Region 1 dropped 98 percent from 2009 (12,579) to 2012 (296). The number of medical marijuana cardholders grew dramatically from April 2006 (3,797) to October 2013 (21,066). Three methamphetamine labs were reported seized in the region in 2013.
