5 5 Cigarette Litter Overview What is cigarette butt litter? Dropping cigar tips and cigarette butts to the ground, putting them in planters, and disposing of them in drains and waterways is littering Cigarette butts are the most littered item—representing 32% of all items collected* Many smokers don’t consider tossing cigar tips and cigarette butts littering *Source: 2011 Ocean Conservancy International Coastal Cleanup

6 6 Cigarette Litter Overview The Costs of Cigarette Litter Residents and businesses pick up the tab – Requires additional maintenance – Owners bear expense of cleanup Community quality-of-life suffers – Decline in tourism, foot traffic, business, and housing development Recreation areas become less attractive – Cigar tips and cigarette butt litter decrease appeal of nature areas – Creates fire hazard, impacts local wildlife, and contributes to lost tourism

7 7 Cigarette Litter Overview Cigarette Littering Misconceptions Since it’s small, “it doesn’t matter” Only 10% of cigarette butts are deposited in litter receptacles* 35% of smokers toss five or more cigarette butts per pack on the ground** Most cigarette littering occurs at “transition points” Areas where a smoker must extinguish a cigar or cigarette before proceeding: Outside retail stores, hotels, office buildings Before entering beaches, parks, or recreation areas Bus shelters and train platforms Roadside rest areas and parking lots *Source: Beverage Industry Environment Council. 8 8 Cigarette Litter Overview How Can a Community Respond? Implement the Keep America Beautiful Cigarette Litter Prevention Program Goal: Noticeably reduce cigarette butt and cigar tip litter Four Proven Strategies: Review & support local litter laws Build public awareness Install ash receptacles at transition points Encourage the use of portable auto and pocket ashtrays

10 10 Grant Requirements Spend a minimum of 50% of the grant on the purchase of ash receptacles (not pocket ashtrays) No one under the age of 18 being involved in the program Implement the four proven strategies for reducing cigarette butt litter Conduct three Cigarette Litter Scans: a preliminary scan prior to program launch, a follow-up scan a minimum of eight weeks after the installation of ash receptacles, and a sustainability scan no earlier than six months after the first follow-up scan Report your results on time: mid-summer update report due June 28 th, final report due September 9 th, and the sustainability report due May 1, 2014

11 11 Cigarette Litter Prevention Program Task Force You can’t do this alone! Gather a task force & involve the stakeholders Elected Officials Municipal Department Directors Civic Leaders and Organizations Media Representatives Business/Property Owners and Managers

12 12 Program Strategies – Litter Laws Review and support local anti-litter laws Do they include cigarette butt litter? Cigar tips? “smoking waste” Are they enforced? What are the penalties?

13 13 Educate the public & build awareness PSA’s in a variety of media – print, radio, TV, billboards… Tee-shirts, bumper stickers, coasters, table tent cards… Reach as many people as possible at events, meetings, Facebook, Twitter, websites etc. Education, education, education! 20 20 Cigarette & Cigar Tip Litter Scans A scan is not a cleanup, it’s about measuring Conducted in a smaller, representative section within the larger CLPP program area Minimum of 3 required scans for the CLPP grant: 1. Preliminary Scan Prior to implementing the program 2. Follow Up Scan Minimum of 8 weeks after launching your program & installing receptacles 3. Sustainability Scan Minimum of 6 months after launching your program & installing receptacles
