REQUEST TRACKER AIR FORCE DODAAC WEB MANAGEMENT SYSTEM The Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization that has the authority to requisition and/or receive materiel. Using our new Web Based Management System you will be able to request a new DODAAC, change an existing DODAAC or delete a canceled DODAAC. The system will also provide the ability to complete the annual validation of all Air Force DODAACs through an automated system. 3 This system allows our customers to put in a minimum of information to find a DoDAAC. When they ask, I always tell them the more information they put into these boxes, the less results they will get so if they are not sure, to start either with the zip code or the DoDAAC begins with and edit down from there. Since there are currently only 35 characters per line, some information is abbreviated to get as much information into the address as required for a successful delivery. This is a great tool for the Major Commands because when they get a request they can look through this system and use the information provided by their requester to determine if there is nothing in the system that could support their request, if APOs or Zip Codes are valid, even if the commercial phone numbers look the same. 6 When requesting an AF military DoDAAC, there are two choices
When requesting an AF military DoDAAC, there are two choices. The first is CONUS (considered within the continental US). We would like to update this function to allow the customer choose the State or Country/Territory at the beginning of the request. This would allow the system to determine the format required. For example, with a contractor in Oklahoma, the only requirement normally would be for the TAC 1, but when you get to Hawaii or Alaska the TACs may be duplicated because the TAC 2 will also require the APOD and WPOD. Then you have the US Territories, Puerto Rico, Guam, etc that are totally outside the continental US, but still have US type addressing, and again needing the APOD and/or WPOD. All requesters must complete this basic portion of their request. We recommend the owner be the requester, but a lot of times the Major Command POC will submit it for them. This is our first line POC so the information is critical, we require it be MUST FILL, but I would take out the DSN FAX and add the commercial phone number. I’ve never seen a need for the fax number. The requester must also choose their Major Command and the type DoDAAC they need. These, again, should be MUST FILL because the requestor should know who their MAJCOM is and what/why they need a specific DoDAAC. If they don’t know, they should not be completing this format. I want to include on this page a requirement to respond to the question of who/where is the delivery supposed to be tracked/recorded. The Air Force needs to keep track of all their assets. Air Staff wants everything processed through the base supply. If we can either get the property tracked/receipted to Base Supply or TMO or whomever is responsible for this function, it will make for a more accurate accounting. 10 This a more detailed explanation of the Type DoDAACs the Air Force assigns. This includes the information as to whether or not this ‘type’ DoDAAC should have an Accounting Disbursement Station Number (ADSN) and will assist the requestor, if they need direction, on the information they need to provide. 13 I am working on redefining TAC 1 (Mailing Address) to TAC 1 (Default Address) in the AFI , which is also being converted to a Logistics Regulation. I’m going to indicate: Provide the TAC 2 (only when an OCONS location is involved or if the TAC 1-Default address- does not accept commercial carrier deliveries) Or if freight exceeding the 70 pound limit for mail is different from the TAC 1 address. I am working to eliminate unnecessary TAC 2s while making the TAC 2 more reliable for deliveries. Currently the customer has a choice to request a TAC 2, but I would like to ‘hide’ this information and have an explanation or drop down box that would require the CONUS requests to justify the TAC 2. IF THE TAC 3 WAS NOT REQUIRED OR COMPLETED, IT IS MUST FILL TO GO TO THE MAJCOM BASED ON WHAT WAS INCLUDED ON THE REQUESTER’S INFORMATION. Each Major Command POC and SME POC and the DFAS will need their own userid and password to gain access to their respective requests. This list will be maintained by the Service Point. 17 The Air Force would like the capability provide a direct link to the requestor of OCONUS requests to see the format for commercial phone calls. This link currently allows the customer to see the format for calling from the USA (Default) to a foreign country and between other countries in case the delivery is made to a port that would require a commercial carrier to transport property to a different country. In addition we would like links to the AMC Channel Sequence Listing to be sure they requestor is aware that only these APODs can be used in the appropriate blocks. Is there a listing for WPODs?? 18 When the customer finally hits the submit button, they are shown how the address will appear in the final format. If they detect any errors, they must hit the back button and fix what they see as wrong. They are not permitted to make changes at this juncture because there are certain MUST FILL formats that the AF does not currently want to change. We put the commercial phone (CP) number after the building number when one is provided and then the Service Point right justifies the CP to keep the building number or other identifying information far enough apart to prevent compromise if the address. If there is no building number the CP is left justified. We would like certain MUST FILL information on certain customer DoDAACs. For example, the ROTC (JR & SR) have FY DoDAACs with a TAC 1 and a TAC 2 because the TAC 1 identifies their requisitioning FG DoDAAC on the second line and the TAC 2 identifies the high school or college where the unit is assigned. AECT is the Major Command for the ROTC so they would be the only one updating or requesting these FY DoDAACs. Each process begins with an to inform them of a DoDAAC request requiring review. The routing with this particular DoDAAC would first go to the DFAS Columbus for validation of the TAC 3. If it is wrong, they click the reject button and send it back to the requestor, if they validate the information, they click the approval, which sends the request to the next approving authority, the Major Command. If there is no TAC 3 the routing is directly to the MAJCOM. The MAJCOM has the same capability to reject or approve and send it back to the requester. If they approve the request the next approving authority is the Subject Matter Expert (SME). The SME has the capability to return it to the MAJCOM or the requestor depending on why they are rejecting it. If there is no SME, the routing comes directly to the Service Point. We do not have a SME for all type DoDAACs. We hope to have more SMEs as the amount of requests on the type DoDAAC increases. For example, FA DoDAACs are administrative only, but they are being used to track the Joint Deficiency Reporting System (JDRS) receipts along with CMOS or GATES deployed computers. The POC for JDRS claimed they were working on training the units to understand why one ‘base’ FA DoDAAC will work for them by using other information within the TCN to separate their reports. The trainer may have retired or discovered some other situation that does not allow them to work this for any or all the FA units. HOME | DODAAC REPORTS | CONTACTS | PRIVACY INFORMATION

23 The contractor DoDAAC request format differs in that the contractor name does not need to be separated the way a military request is needs to have the organization and office symbol separated. 24 The TAC 3 does not allow for the ADSN
The TAC 3 does not allow for the ADSN. Even if payment in the contract identifies a paying station, the contractor and/or contracting officer has to validate the bills prior to the payment being made. HOME | DODAAC REPORTS | CONTACTS | PRIVACY INFORMATION

25 The Cage Code help page needs to be revised and I believe it needs to be on the this page to notify the warranted AF ACO/PCO that we will not assign a contractor DoDAAC until the location where the work is being performed is assigned an appropriate cage code. 26 Right now the Air Force has been ‘required’ to accept a contract number that does not begin with “F” because our office was told due to BRAC, DLA was writing contracts for the Air Force. We were told to have the warranted ACO/PCO state in the justification that this contract concerned ONLY Air Force property. This is being researched to see if that is a correct statement about BRAC and if not we will want that option removed. The complete date cannot include any UN-exercised options so that would need to remain on the form, too. I would like to see the CAO DoDAAC at the top of the CONTRACT ADMINISTRATIVE OFFICE (CAO) format because that it the information the is loaded into DLATS. The SUBMIT REQUEST Button will give the same result as for the military request. The contracting officer will see the format as it should appear after the approval and if they see something wrong, they need to use the back space and make their corrections from the first step of the format. 29 An OCONUS contractor requires the statement U S AIR FORCE PROPERTY CO (meaning care of) and leaves nine (9) blanks to uses to identify the contractor’s name. 30 CANADIAN CONTRACTOR REQUEST
This is the current format for the Canadian contractor requests. We now need the TAC 2 to have the “U S AIR FORCE PROPERTY CO” capability for those contractors that might receive property from outside the Continental United States for Custom purposes. All Contractor requests to Add, Change, Delete or Validate are routed directly to the Service Point. The Major Commands do not work these. The one exception is the request for the EJ (Engine) DoDAACs. These must first be routed to CEMS at Tinker AFB for their Validation/approval as they are the SME for all Engine DoDAACs. 32 When changing a DoDAAC, it does not matter what ‘type’ DoDAAC is involved. The type and information has already been substantiated so when they are making changes we just need to make sure where the new location will be. The DEFAULT is set to the United States, but we need to find a way to impress upon the POC making the change knows to click the correct country. There are times when a CONUS DoDAAC will go OCONUS and when an OCONUS DoDAAC is being changes, the unit needs to state the country involved, otherwise it’s going to take on the CONUS format. I’m thinking a separate page for each to make them look at this requirement. There must also be an explanation of what or why this change is being requested. NOTE: We have had people come in and try to change the Base Supply DoDAAC so they can get one of their requisitions delivered to their location. When they discover they will not only get their requisition, but everyone else’s, too, they tend to reevaluate that decision. ;-) HOME | DODAAC REPORTS | CONTACTS | PRIVACY INFORMATION

33 This process does not require a ‘type’ DoDAAC for the same reason the Change process did not need one, but again, the person asking for a contractor deletion must be a warranted AF ACO/PCO. 35 Next Screen This is the current format used for ‘validating’ an AF DoDAAC, but we now have decided we need to force the ‘owner’ of the DoDAAC to prove the need for their DoDAAC. We would like to set up a set of questions for the validation process. At the very least, we want to know who is using the account to validate the org and office symbol, why they believe they need it, what is the purpose of this DoDAAC and when was the last time the DoDAAC was used. 37 You can see the running theme for contractor DoDAACs and that is to emphasize the requirement of a warranted AF ACO/PCO to make any changes to a contractor DoDAAC as well as requesting one. We still get unauthorized contracting persons and even Inventory Managers trying to make requests and changes. Air Force policy is that if an unauthorized person adds, changes, deletes or validates a contractor DoDAAC and our office discovers this after the fact, they are advised the DoDAAC will be ‘turned off’ (deleted) until the proper authority requests reinstatement. It behooves them to use the proper person, but we have discovered the warranted officers have got so far as to ‘loan’ their address to an unauthorized person in order to make a request or change of some kind. 38 Our particular system will also bring up all the contract numbers loaded against that particular DoDAAC. The warranted contracting officer can update as many contracts as they have and if they exceed four, there is a button they can click that will bring up four more blanks and as long as they click YES, four more will be available to complete. 42 The CFIT link allows our customers to make recommendations on ways to improve our system. If DLATS is interested in allowing this to be part of our system, it could prove to be advantageous to keeping the systems on the cutting edge.
