2 BACKGROUND 1. Czech legal status of volunteers - dealt with by many ministries, main actor is Ministry of Interior: accreditation process – limited number of organisations and volunteers recognized - majority of volunteers (80%) not accredited 2. Current measurement of volunteering by the Czech Statistical Office (CSO) - research of volunteers involving organisations done in 5 areas in 5 years cycles 3. Volunteer time co-funding - enabled by the government by no generally accepted methodology exists

3 SAFE – System for recording and evaluation of volunteer work as a means of improving transparency and efficiency in the economic management of NGOs Goals of project SAFE in Operational Programme in the Czech Republic – Human Resources and Employment: to improve transparency in voluntary work in NGO’s in two areas, in which volunteering is significantly used – work with children and youth and environmental protection, to do research on specifics of many different types of voluntary work in these areas and take them into consideration during record keeping and quantification of the value of voluntary work not only directly in NGO’s, but also on the side of public administration, to implement proven methodologies from abroad and adjust them into ascertained specifics in the Czech Republic.

5 ACTIVITIES: 1. Implementation of experience from abroad - implementation of proven international methodologies (ILO + others) from abroad and their adjusting into ascertained specifics in the Czech Republic time of implementation: September – December 2013 2. Cooperation with the Czech Statistical Office (CSO) - arranging of continuous, the most efficient communication with CSO, so the new methodologies would be created in maximal possible consensus with public administration and so it would be possible to fully implement new methodologies into the practice in the end of project time of implementation: September - December 2013, April 2014 – June 2015

Creation of Czech methodologies of record keeping and valuation of voluntary work - implementation of proven international methodologies from abroad and their adjusting into ascertained specifics in the Czech Republic and taking into consideration specific of voluntary work in the Czech Republic during record keeping and quantification of value of the voluntary work. time of implementation: November 2013 – March 2014, April – June 2015 ACTIVITIES:

Testing of methodology of record-keeping in practice in youth and environmental voluntary NGO’s - testing of methodology (it’s meant here methodology for record keeping and methodology for determination of value of voluntary work) = necessary condition, so that specifics of many types of voluntary works in NGOs were mapped really consistently and so that the credibility of the new methodology would be supported by both public administration and NGOs - at the same time phase of testing serves as direct implementation of methodologies into working of several important and significantly different voluntary NGOs and by that it’s starting higher transparency for their voluntary activities time of implementation: April 2014 – March 2015 ACTIVITIES:

Making final analysis and its presentation - making final analysis of outcomes of testing of methodologies in practice in youth and environmental NGO’s and presentation to representatives of NGOs and of public administration - creation and publication of brochure based on total analysis, with minimum 30 pages (format A5) in edition of 500 copies, intended for NGOs, public administration and legislators and distributed at least to 400 different addresses printed or in electronic way. time of implementation: March – May 2015

9 ACTIVITIES: 6. Creation of methodology for determination of efficiency of voluntary NGO’s - bring closer terminology and content of area of volunteering to the current evolution of civil legislation, especially finding solution for requirements, which the future law on public benefit status will put for quantification of economic management of NGOs - proof of return of investment in the administration of NGOs and its counting time of implementation: July 2014 – March 2015

10 ACTIVITIES: 7. Presentation and spreading of methodology towards NGOs - spreading final newly made Czech methodology of record keeping and valuation of voluntary work, which were tested in practice on youth and environmental voluntary NGOs and consulted within cooperation with Czech Statistical Office - presentation of suggestion of methodology for determination of efficiency volunteering organisations (with stress on concept costs on own management) towards so far not involeved NGOs and public administration. time of implementation: April – June 2015

12 Target Groups: Central authorities of public service and organizations established/controlled by them particularly: Ministry of Labour and Social Affairs Ministry of Education, Youth and Sports Ministry of Justice Ministry of Interior of the Czech Republic Czech Statistical Office Non-govermental organisations NGOs working with children and youth and environmental NGOs - directly – 18 NGOs via testing of new methodologies in practice and processing of feedback towards them + participants of seminars and conference - indirectly – member and other NGO’s informed via contact database of CRDM and partners of the project
