4 Wisconsin INTEROPERABILITY Initiative Seamless Public Safety Radio Communications What is a TICP  TICP = Tactical Interoperable Communication Plan  TICP is intended to document the interoperable communications resources available within the County  Who controls each resource, and what rules of use or operational procedures exist for the activation and deactivation of each resource.  A tool used for incidents and planned events

5 Wisconsin INTEROPERABILITY Initiative Seamless Public Safety Radio Communications What is Tactical Interoperable Communication  Defined as the rapid provision of on-scene, incident based mission critical voice communications among all first- responder agencies (EMS, fire and law enforcement), as appropriate for the incident, and in support of an incident command system as defined in the National Incident Management System (NIMS) model.

6 Wisconsin INTEROPERABILITY Initiative Seamless Public Safety Radio Communications Why you should have a TICP  Expand participation in its decision-making group.  Execute formal agreements among participating agencies to include Federal, State, and tribal agencies.  Expand multi-disciplinary participation to develop standard operating procedures (SOPs).  Ensure that all participating first responder agencies attain and maintain National Incident Management System (NIMS)/Incident Command System (ICS) compliance.  Also helps to identify weaknesses
