4 Strengths of NAPAs Generally follow guidelines Integration of NAPAs into National planning and development framework (PRSP, MDG, etc) Country driven approach Consultative and participatory approach Methodology – sound with regard to prioritizing identified activities

5 Some observations on NAPAs  Most NAPAs have been able to communicate national vulnerability assessment and responses  Projects address actual needs and benefits but further development benefits could be highlighted

6 Some observations on NAPAs  Project profiles generally comprehensive and would need to be converted to PIFs  In converting to PIFs more information may be needed on specific implementation agencies, and other needs for ensuring success of project development and implementation  In some LDCs high turn over of personnel managing NAPA process at country level may affect project implementation and this needs to be addressed by NAPA focal points

7 Some observations on NAPAs  NAPA teams may require more support for project conceptualization, implementation approaches, funding opportunities, etc.

8 Opportunities & Recommendations  Country-driven approach – pragmatic approach  Muti-stakeholder approach – synergy across work of different organizations at country level  LEG could provide more guidance to NAPA teams on identifying data needs for project implementation  Project profiles – more support by LEG/UNITAR on project preparation, provide training etc.  Involve national planning and finance personnel for project formulation

9 Constraints in NAPA Implementation  Capacity building on project preparation  Mobilization of sufficient funds for project implementation  Better coordination may be needed between GEF, IAs and Parties to ensure common approach in project development and implementation  Project based approach of NAPA projects vs. Programme funding  Changes in procedures on project development among agencies may lead to delays in implementing NAPA projects

10 Technical Support Needs for NAPA Implementation  Land-locked LDCs  LDCs in Africa  Sectors - Agriculture, forestry, water resources and health  Identification of appropriate crop varieties for diversification to increase food security  Training farmers on storage, utilization and value addition to crops and livestock products  Establishment of meteorological observation network  Technical services and equipment for data collection and processing  Community education for rehabilitation of degraded forests  Early warning system in health care services to detect climate-related epidemics

11 Technical Support Needs for NAPA Implementation  LDCs in Asia  Agriculture, forestry, water resources, health, disaster management and mainstreaming climate issues  Formulation of national emergency medical services strategies and training  Establishment of early warning system  Capacity building of communities for rapid responses to CC impacts  Institutional arrangements and capacity building at national and local levels

12 Technical Support Needs for NAPA Implementation  SIDS LDCs  Sectors – Forestry, coastal zone, health and mainstreaming climate change issues  Building engineering capacity within the government  Technical capabilities on coral monitoring and restoration of degraded coral reefs  Early warning system to detect climate related health impacts  Alternative water storage and water use efficiency technology  Reduce vulnerability of island groundwater resources from coastal flooding  Formulation of relevant policies, strategies and activities to integrate CC in development
