3 Why COOP+ ? Global challenges are important drivers for research and innovation. Our planet has finite resources which need to be cared for sustainably; climate change and infectious diseases do not stop at national borders, food security needs to be ensured across the globe. The Union needs to strengthen its dialogues with international partners to build critical mass for tackling these challenges

4 COOP+ Why COOP+ ? How can we address the global cross-scale and cross-disciplinary challenges posed by the global environment change? the scale of the projects may exceed previous initiatives: we would like to observe, model and understand the whole Biosphere.

5 COOP+ Why COOP+ ? Statement in 2013 by the Group of Senior Officials (GSO): “The GSO recognises the vital role of global research infrastructures in addressing world-wide S&T challenges and the benefits of coordinating investments in global research infrastructures to efficiently use the available resources and fully realise their potential benefits.” Research Infrastructures in the Environmental Field are developing fast, but the corresponding communities need yet to further reflect on the need for a wider global collaboration, and in particular on how to support the preparation of the large projects that are likely needed to address cross-disciplinary global challenges.

6 COOP+ COOP+ Goal Explore the potential of the international cooperation to address these Global Challenges, where Research Infrastructures, as data providers and also as technology and knowledge poles, should play a central role. Non trivial questions to be answered: Is it possible to address today, through cooperation of the existing RIs, a cross-disciplinary global challenge like modelling and understanding the carbon cycle? Are there relevant gaps to efficiently share both data and models? Best way to organize the access to the data and repositories for results? What type of global projects, under what approach for collaboration, what perspective (bottom-up, top-down)? What is or should be the role of Research Infrastructures in these initiatives? Which is the adequate way to coordinate these efforts? How can we promote the dissemination of these products and results to the research funding bodies?

7 COOP+ COOP+ Framework The main assumption of the proposal is that three areas ARCTIC RESEARCH, MARINE SCIENCE AND BIODIVERSITY need to cooperate at international level to address jointly global research challenges Take the example of carbon cycle. This challenge has been traditionally addressed using a mechanistic approach: different disciplines do research in several parts of the cycle. E.g. ecologists focus on the relationships between biodiversity and biomass production, physicists try to decipher the carbon balance between atmosphere and biosphere, etc. This approach was so successful that international institutions have invested resources to create research infrastructures focused on different thematic areas regarding carbon cycle (ICOS, NEON, TERN, etc.) or particular geographic areas (LBA/INPA Brazil, etc.). We believe that one of the next steps in the evolution of Earth Sciences is to foster the creation of synergies among RIs to address global challenges.

8 COOP+ COOP+ & COOPEUS mission COOPEUS mission: To facilitate the accessibility of data from research infrastructures to advance our understanding across Earth systems through an international community- driven effort, by: -Engaging user communities; -Addressing changing societal and scientific needs; -Removing technical, scientific, cultural and geopolitical barriers for data use; and -Promoting the flow, integrity and preservation of information.

9 COOP+ Proposal for a CSA building on COOPEUS Initial Team: COOPEUS board input! Proposed Coordination by JRU-LW-ES (Joint Research Unit for LifeWatch Spain) team: U.Granada (F.Bonet, R.Zamora) (CEAMA/Sierra Nevada Observatory/LTER coordination in Spain) & CSIC (J.Marco, F.Aguilar) Strong ministerial & regional support The team has experience in previous coordination at national and international level Expertise both on BIO/ENV/COMPUTING

10 COOP+ Regarding the call INFRASUPP-6-2014 International cooperation for Research Infrastructures CSA Action, 2M€ max (Possible) complementary focus : MULTILATERALLY (R&I aspects of RI in an area of science) MULTILATERALLY (Specific World Class Research Infrastructure) Area: Support multilateral cooperation on RI in ARCTIC RESEARCH, MARINE SCIENCE, BIODIVERSITY. Emphasis on cooperation with USA, Canada (including Galway) without excluding other (Australia, Brazil?)

11 COOP+ RI supporting the proposal Four ESFRIs in Europe: EMSO, ICOS, EISCAT-3D, LifeWatch NEON, WHOI and OOI, AmeriFlux, and the NSF network in US Tern, IMOS in Australia ONC in Canada LBA/INPA in Brazil The impact will be extended with the incorporation of other relevant RIs worldwide through the participation in the COOP+OPENBOARD that will be setup and promoted at relevant events (like EGU, or AGU): “creating a common ground for the development of a global network of research infrastructures”.

12 COOP+Workpackages WP1: Addressing Global Challenges Identify a list of relevant global challenges which require a relevant participation of RIs, analyze for a selected set the feasibility and detailed requirements. WP2: Global Cooperation (central one to the project) coordinate the multilateral cooperation between the different Research Infrastructures, OPEN COOP+BOARD contribute to roadmaps, prospective studies, recommendations for funding, and new proposals for cooperation WP3: dissemination towards the relevant stakeholders WP4: promote best practices, Comparing the different approaches followed by the RIs, sharing techniques and procedures adopted, and supporting training activities WP5: support the use of Global Integrated Platforms, and in particular those related to GEO (Group on Earth Observation)

16 COOP+ Matching the call goals CALL GOALS...ADDRESSED BY COOP+ PROPOSAL Identify and promote opportunities (access and data sharing) available to European scientists in these research infrastructures. Task 2.4 addresses this specific requirement of the call, identifying the opportunities available and disseminating them to EU scientists and SMEs. Help developing better coordination and cooperation of European research infrastructures with their non- European counterparts, WP1 will identify a list of relevant global challenges which require an important participation of RIs. WP2 will define the basis for an open coordination framework for Global Cooperation. ensuring their global interoperability and reach, WP5 will promote the use of Global Integrated Platforms to improve interoperability of data from various RIs and thereby to promote global data accessibility and facilitating cross-disciplinary use of resources. to pursue international agreements on the reciprocal use, openness or co-financing of infrastructures. WP2 will organize international meeting that will allow specific discussion on how to achieve short term and long term cooperation and cooperation, how to achieve global interoperability, how to foster reciprocal use, openness and co-financing of infrastructures. Exchange good practices between user communities and managers of research infrastructures WP4 is oriented to assure the efficient knowledge transfer and the communication of the best practices among RI managers, technical personnel and Research Infrastructures’ user communities.
