This Presentation Was Developed Especially For The Council On Environmental Quality Executive Office of the President December 20, 2006

The following PowerPoint Presentation was given to the Power Minister of India in the summer of 2006

It outlines the environmental and economic benefits of the unique, space- based electric power source being developed by the Space Island Group, Inc. in California

The presentation has led to our current, early stage negotiations for a $200 billion energy purchase between the Space Island Group and State/Federal energy decision makers in India, China and Japan

The State of California has recently shown a keen interest in this environmentally clean energy source

The final slides suggest the pivotal role that this Administration could play in advancing this American- based, permanent solution to climate change, and reducing OPEC’s political influence Worldwide. That pivotal role could begin in January of 2007

Prepared Exclusively For The Honorable Sushil Kumar Shinde The Energy Minister Of India

Technology Developed by America’s National Aeronautics & Space Administration This presentation is an outline of how we will develop low cost, environmentally clean, space based solar power generators

These Space Based Power Generators Are Called Solar Power Satellites or Solar Sats

Solar Sats Have Three Primary Hardware Elements

All Solar Sat Elements Are Currently In Production For Other Commercial Uses

Solar Cells Convert Sunlight Into Electricity

Microwave Transmitters Convert This Electricity Into Very Weak Microwave Beams

Microwaves Are Transmitted To Simple Receiving Antennas On Earth

The Antennas Convert The Beams Back Into Electricity And Feed It Into Standard Power Grids

Ground Based Infrastructure Cost Advantages of Solar Sat Power No Ground Based Power Plant Construction & Maintenance No Ground Based Power Plant Fuel Transport & Maintenance No Power Line Construction & Maintenance No National Power Grid Needed

Environmental Benefits No Fossil Fuel Emissions No Nuclear Waste The Low Power Microwave Beams From Space Have Been Proven Safe By Both NASA & The Space Agencies Of Several Other Nations

Benefits Over Earth-Based Solar Or Wind Powered Generators Space Based Solar Satellites Provide Constant Power 24 Hours Per Day & 365 Days Per Year No Power Interruption At Night No Interruption For Bad Weather No Back-Up Power Storage Needed

Space Island Solar Satellite Output Schedule (At Receiving Antennas) 2012: 100 Megawatts – 850 Million Kilowatt Hours (kWh) Per Year 2015: 10,000 Megawatts – 85 Billion Kilowatt Hours (kWh) Per Year 2020: 25,000 Megawatts – 200 Billion Kilowatt Hours (kWh) Per Year 2025: 50,000 Megawatts – 400 Billion Kilowatt Hours (kWh) Per Year 2030: 100,000 Megawatts – 800 Billion Kilowatt Hours (kWh) Per Year

Total Space Island Solar Satellite Output From 2012 - 2030 Units Will Transmit A Total Of Approximately 2 Trillion Kilowatt Hours (kWh) To Receiving Antennas On Earth Our Guaranteed Fixed Selling Price Will Be 10 Cents (U.S.) Per Kilowatt Hour With No Inflation Or Other Escalations Until 2030

Why Haven’t Solar Sats Been Built Until Now? High Launch Costs Account For 95 % Of Solar Satellite Costs NASA Estimated That Assembly Crews Of At Least (100 ) Would Be Needed To Build These Facilities In Orbit

Space Island’s Solution To Provide A Secondary Commercial Use For Solar Satellite Launch Vehicles In Earth’s Orbit

Station Hydroponic Farms

Benefits For India The Space Island Group Has Developed A Set Of Proposals & Benefits For India & Possibly Tata Group To Be The First To Purchase These Clean Energy From Space

Job Creation Benefits For India All Receiving Antennas For Indian Use Could Be Built In India Some Solar Sat Components Could Be Built In India, Purchased By The Space Island Group, Then Shipped To Florida For Launch India Could Become A “Broker” for Space Island Energy Sold To Regional Nations From Japan To Afghanistan India Could Negotiate The Sale & Receive A Commission On All Non India Energy Sales We Would Then Beam The Energy Down To The Final Energy Buyers

Additional Benefits To India Space Island Could Lease Our Zero-Gravity Labs To Indian Researchers At Deeply Discounted Rates We Will Also Carry The Researchers To The Stations & Back At No Charge The World’s Environmentalists & The International News Media Could Portray India As The World Leader In Utilizing This “Clean Energy From The Stars”

Financing Options India Could Issue A Power Purchase Agreement To The Space Island Group, Inc. To Buy Our Entire 2 Trillion Kilowatt Hour Output Over The Next 25 Years The Rate Would Not Exceed 10 Cents (U.S.) Per Kilowatt Hour We Would Require 5% Of That Amount, Or $10 Billion (U.S.), In Advance To Cover Our Early Launch Vehicle Development, Launch & First Station Construction Costs

Financing Option #1 India Could Supply A 5% Advance From Their Own Resources In The Form Of A Line Of Credit The Space Island Group Would Draw Against The Advance As Needed Between Now & Our First Launch In 2010 We Are Also Pursuing Other Advance Revenue Sources Not Connected To Energy Those Revenues Could Reduce Our Need To Draw Against This India Line of Credit

Financing Option #2 Preliminary Discussions With The World Bank Indicate That They May Be Willing To Loan India This 5% Amount They Seemed Eager To Support Our Approach To Rural Electrification & Fossil Fuel Reduction Which Could Eventually Be Used Worldwide

Financing Option #2 (Continued) This Option May Allow India To Borrow $12 Billion From The World Bank India Could Use $2 Billion To Set-up Factories To Build The Receiving Antennas & Solar Satellite Components Space Island Group Would Receive $10 Billion Of The Funds To Develop Our Infrastructure, First Space Station & Solar Satellite As We Send The Power Down, India Would Pay Half The Agreed Upon Rate Per Kilowatt Hour To Us & The Other Half To The World Bank Until The Loan Was Repaid This Option Requires No Indian Expenditure Until The Power Is Transmitted

Financing Option #3 India Could Share This Purchase With China Or Other Countries This Would Reduce India’s Financial Commitment, But May Reduce World Bank Support The World’s Media Attention Would Also Be Shared With China or The Other Countries Our Initial Contact With China Indicates That They Are Keenly Interested In This Energy Source But China Apparently Does Not Have The Option Of World Bank Financing

Conclusion This Project Is Undoubtedly One Of The Most Innovative & Practical Solution To The World’s Energy Challenges We Believe This Project Matches The Visionary Goals, The Needs & The Capabilities Of India We Believe That We Can Help India Lead The World Into This New Era Of Energy Development

Supplying India’ s Energy For The 21 st Century

Considerations & Benefits For The United States of America

The Space Island Group has approached India & China as our first energy buyers for the following reasons: 50% of the people in each nation have no access to electricity today Both nations have budgeted $300 to $500 billion to build electric power plants and transmission lines over the next 20 years Most of these power plants will use fossil or nuclear fuel, adding enormous amounts of harmful gasses or nuclear waste to the planet Energy from American-built solar sats will eliminate nearly half of both nation’s budgeted expenditures and most of this harmful waste during the next decade

Bi-Partisan Benefits of Solar Powered Satellites The President has asked American companies to develop technology that will reduce the Worldwide generation of climate changing gases. Solar satellites can achieve that goal Former Vice President Gore and the new Democratic leadership also seek reductions in climate changing gasses As a California-based company, the Space Island Group should be strongly supported by Congresswomen Pelosi and Senator Boxer, among many others

Bi-Partisan Benefits (Continued) The first U.S. location to receive these energy beams would most likely be the former nuclear test site near Las Vegas, Nevada, which is now partially devoted to solar research. The American-built solar power satellite and rocket launch hardware used by the Space Island Group has been developed, tested and refined by NASA and American defense companies over the last 50 years

Bi-Partisan Benefits (Continued) Bi-Partisan support for NASA and defense work during those years is the primary reason our project is now possible All of the rocket launcher components and most of the solar satellite components to be purchased and used by the Space Island Group will be built by American aerospace firms using high-wage union workers

Bi-Partisan Benefits (Continued) The Administration could assist in arranging meetings the with World Bank Solar power satellites will single-handedly meet the World Bank’s goals of bringing electricity to rural areas around the World, reducing fossil fuel use Worldwide and reducing the political influence of oil-exporting nations We would like to discuss the financing options the World Bank has at its disposal to assist the first nations who contract with us to buy this clean energy

Conclusion American-built and American-launched solar power satellites could meet all of our nation’s energy needs and more than half the World’s energy needs by the middle of this century This Administration’s support could bring about a positive legacy that will be acknowledged by Mankind for centuries to come
