PROGRAM AIMS PROGRAM AIMS: Developing the HR potential of Russian employers through trainings of prospective employees in several areas, including science, engineering, medicine, education, and management in social sphere at leading foreign HEIs Social support of Russian Federation citizens admitted to leading foreign HEIs and complying with the Program employment regulations in accordance with the qualifications obtained PROGRAM MAIN POINT: Any Russian citizen with a high education diploma (at least bachelor degree) has an opportunity to get a scholarship for studying at one of the world leading universities with a requirement to return to Russia and work for at least 3 years at the organization in accordance with the qualification obtained

PROSPECTIVE PARTICIPANTS Citizens of the Russian Federation who have higher education diploma (bachelor or specialist), who have been enrolled in Master, PhD and residency training programs at the world leading universities, and who commit themselves to returning to Russia upon completion of their studies and obtaining employment in an organization in Russia in accordance with the qualification gained for a term of at least 3 years

5. PROGRAM HIGHLIGHTS PROGRAM DURATION: 3 years (2014-2016) FINANCIAL PROVISION: 4,41 bln. rubles (1,47 bln. annually) LIMIT FOR EACH PARTICIPANT: 1,38 mln. rubles per year

11. EMPLOYMENT Upon completion of their training program, the Program participants must return to Russia within 30 days Upon his/her return to Russia, the program participant is given 3 months to choose an employer from the list of organizations The Program participant chooses an employer from the list and negotiates employment and working conditions

12. EMPLOYMENT The proportion of participants employed in the Moscow and St. Petersburg should not exceed 10% You need to work for your employer in accordance with the qualification gained for at least 3 years Program participants may change his/her employer, but only twice If a Program participant has violated the terms and conditions of the Program the amount of money given to him/her is to be repaid, he/she will also incur financial penalties – twice the amount of the scholarship given
