Thackrah, Deputy Assistant Secretary of the Navy (Management and Budget) Chief of Staff, Assistant Secretary of the Navy (Research, Development and Acquisition) –Former Vice President and General Manager, Combustor/Augmentor/Nozzle Module Center, Manufacturing Operations, Pratt & Whitney, a Division of United Technologies –Served as Vice President of Engineering at Otis Elevator Co. (sister division to Pratt & Whitney within United Technologies)

2 EVM Audits Audits conducted at NAVAIR and NAVSEA Program Offices Same systemic issues at all locations Same need for training identified –NAVSEA working with DAU and Humphrey & Associates to develop 2-day surveillance training at 4 SUPSHIP locations—major funding difficulties RDA contract with Anteon on Enterprise Performance Management System

3 MANAGEMENT CONTROL REVIEW PROGRAM EVM reported to SECNAV as a material control weakness –Reported as a systemic problem within OSD Material weaknesses reported as SYSCOM level as well as Echelon 1 level

4 NEXT STEPS OSD commitment to provide funding dollars for training to commence in FY 06 DASN MGMT & Budget raises possibility of EVM training from academic institutions vice commercial sources DASN MGMT & Budget scheduled for 1 st meeting with industry reps on 24 August
