3 Phase 1: Hazard Vulnerability Assessment Process One day assessment process at all 10 campuses facilitated by UC Office of President team Broad campus participation, e.g. Administrative VC, Vice Provosts Research, Instruction Controller, Risk Manager, Police Chief, Fire Marshall, Emergency Manager EH&S, Facilities / Physical Plant, Human Resources Housing & Dining Services, Student Affairs, Student Health Services

4 Hazard Vulnerability Assessment : Objectives Relative risk ranking for each campus Prioritized mitigation plans UC opportunities to share best practices University-wide strategies to address common vulnerabilities

5 Hazard Vulnerability Assessment Tool Assessment includes 24 threats/hazards 7 questions asked about each threat (PC-based voting tool) Probability of occurrence (1 question) Severity of impact: Human (2 questions) Facilities (2 questions) Institutional (2 questions)

6 Hazard Vulnerability Assessment Threat/Event Categories Natural hazards / events: Flood Landslide / mudslide High winds Wildfire Catastropic earthquake Tsunami

7 Hazard Vulnerability Assessment Threat/Event Categories Technological hazards: Power failure Water supply disruption Telecommunications system failure Information Technology infrastructure disruption Residential building fire Central administration or laboratory fire Accidental hazardous materials release

10 Hazard Vulnerability Assessment: Outcome Overall score for each event : Probability Severity of impact Relative risk score for each threat Relative risk ranking for each campus Campus mitigation strategies

11 Hazard Vulnerability Assessment: Campus actions Identify vulnerable campus locations and critical assets Develop interim and long-term mitigation measures Prioritize mitigation actions in light of institutional priorities and cost/benefit analysis Develop implementation strategies
