Former Worker Medical Screening Program (FWP) – An Update Mary Fields, Program Manager Office of Health, Safety and Security

22 Overview  Beryllium Rescreening  Early Lung Cancer Detection Program  Access Handbook

33 Beryllium Testing  November 2011 PI Meeting - discussion re utility of beryllium rescreening  Consensus that “one size fits all” would not work for entire program

44 Beryllium Testing (cont’d)  DOE requested each project submit a proposal which would outline the following:  The project’s approach for beryllium rescreening,  The rationale for the approach,  What the “freed up funds” would be used for, and  A plan for communicating their approach to stakeholders  Each project analyzed the number of abnormal BeLPTs they were finding at each of their screening sites  Based on these findings, the projects determined how they would proceed with rescreening  Each project is in the process of submitting their protocol modifications to the Central DOE IRB for review/approval and sharing their plans with stakeholders  Any worker expressing concern and/or wishing to be tested will receive BeLPT

55 Early Lung Cancer Detection (ELCD) Program  Since 2000, FWP has offered low-dose helical CT scans to workers at high risk for occupational lung cancer based on a Congressional mandate  In October 2009, FWP PIs submitted proposal to expand CT scanning to sites/workers not currently served  In April 2010, HSS approved expansion to other eligible FWP participants within available funding

66 ELCD (cont’d)  CT scans currently offered at 9 DOE sites:  Former Fernald Site  Former Mound Plant  Oak Ridge K-25 Gaseous Diffusion Plant  Oak Ridge National Laboratory  Y-12 National Security Complex  Nevada National Security Site  Paducah Gaseous Diffusion Plant  Portsmouth Gaseous Diffusion Plant  Idaho National Laboratory

77 ELCD (cont’d)  New CT scanning programs in development for:  Rocky Flats former production workers  Hanford former construction/building trades workers

88 Access Handbook  Handbook evolved as a result of 1990 MOU between DOE and HHS – transferred the conduct of epi studies of DOE workforce and surrounding communities to HHS  As part of MOU, DOE committed to provide access to DOE-owned and contractor-owned records needed to conduct studies

99 Access Handbook (cont’d)  Handbook provides guidelines for conducting health studies at DOE sites  Outlines procedures for gaining access to site info  Intended for use by researchers and DOE site personnel responsible for making the requested info available  Includes:  Steps in conducting a study, including a checklist  IRB requirements  Security regulations  Roles responsibilities  Contact info for DOE’s HSPP and site IRBs  Handbook was recently published as a Technical Standard (http://www.hss.doe.gov/nuclearsafety/techstds/docs/handbook/DOE- HDBK-1209-2012.pdf)
