2 Teacher Education System in Odisha
TE in Odisha has a unified administrative structure under the Dept. of SME. The DTE & SCRET, Odisha under SME manages all the TTIs: 63 Elementary and 15 Secondary TTIs. Besides the SSD dept has 2 ST schools and 01 Training college ST schools(33), DRCs(6) & DIETs(24) are the elem. TTIs Training Colleges (2), CTEs(10) & IASEs(2) are secondary TTIs At present Odisha the state has one Govt. aided Elem Tr Training institution as minorities institutionsss School Edn. Depts., SSA & RMSA & Teacher Edn have organic linkage between them

9 Role of DTE & SCERT, Odisha
The Council will work as counterpart of NCERT (Govt. RESOLUTION NO. IIIE/A(1)-36/86(Pt.) NO /EYS DATED ) As a policy advisory body to the state govt. in matters of school education and teacher education The major function of the Directorate is the management of Teacher Education Institutions: IASEs(02), CTEs(13),DIETs & DRCs(30) and Secondary Training Schools(33) and providing necessary academic guidance and support in the field of Teacher Education and Research activities.

10 Major Functions of TE and SCERT, Odisha :
Agent of change in school education Management and supervision of Teacher Training Institutions To act as an agent of change in school education and teacher education. To Manage, supervise and to coordinate the working of the Elementary Teacher Education institutions (DIETs, DRCs and S.T. Schools) and Secondary Teacher Education Institutions (IASEs, CTEs and Training Colleges). Contd…

11 Conduct Inservice Training
Organize Correspondence-cum-Contact Courses Prepare curricula, textbooks and instructional materials To arrange inservice training for different categories of teachers, Inspecting Officers and Teacher Educators and coordinate the work of other agencies operating at the State level. To organize programmes including correspondence-cum-contact courses for professional development of teachers, teacher educators and inspecting officers. To prepare curricula, textbooks, instructional materials for the use of educational institutions, teachers of pre-schools and elementary schools. Implement special educational projects of UNICEF, NCERT To organize and implement the special educational projects sponsored by UNICEF, NCERT and other agencies for qualitative improvement of school education, teacher education and supervisory practices.

Secondary TTIs: Training Colleges offer pre-service B Ed course CTEs offers Bothe Pre-service B Ed & Inservice training prog. For secondary teachers. 2 CTEs also offer M Ed course IASEs offers Pre-service B Ed, M ED & M Phil course and Inservice training prog for secondary teachers, Professional development prog for Faculty of Elem TTIs, Edn. Managers Elem. TTIs: ST schools offers preservice D El Ed course DRCs/DIETs offers both pre-service & inservice training prog. Besides They conduct action research, evolve innovative practices and provide onsite support to elem. schools

14 Teacher Preparation in Multilingual Context
Some regions of the state have specific language dominance. There is increasing demand for schools with specific language medium – Telugu, Urdu & Santali language schools and language specific Tr. Training schools State already has Urdu Tr. Training Schools. Two more such training schools - Telugu & Santali are being opened this year in Ganjam & Maurbhanj respectively

15 Supply of Trained Teachers to Schools
Odisha has been declared as a high teacher deficit state by MHRD, GOI and N.C.T.E Demand for Trained Graduate Teachers exceeds supply by 895 per year in the state Demand for Trained elementary school Teachers exceeds supply by 2235 teachers per year in the state

16 Augmentation of Intake Capacity of Existing TTIs to meet the Requirements of Trained Teachers
Increasing the intake capacity for D.El.Ed. Programme in the existing DIETs / DRCs only from 3150 to 5400 (2250) Increasing the intake capacity for B.Ed. Programme in the existing Secondary TTIs from to 2150 (910)

17 Strengthening of Teacher Education
Govt of India has been supporting strengthening teacher education in the state since 1988 under centrally sponsored scheme of TE All TTIs- elem & sec. and SCERT is supported with GOI. There is proposal of opening of 6 BIETs in 6 districts with higher concentration of SC & ST populations Existing 6 DRCs are to upgraded to DIETs

18 Continuous Professional Development of Teachers
Present Focal Areas: Content & Pedagogy Emerging Concerns and Issues Changes in Policy & Practices Approach to Planning: Need Assessment through classroom observation, monitoring reports Some programmes are centrally suggested Some are locally decided in the context Implementation: Planning in collaboration with SSA & RMSA and implementation through field institutions at district to cluster levels Strategic Approach: Largely Face to face , Through monthly meetings , Exposure to Best Practices Collaborative learning (Nascent stage) Plan Ahead: Looking for online teacher support, inter-school collaborative learning

19 Monitoring & Support System for TTIs
Now we have- Conventional paper based data management Periodic review meetings Periodic monitoring visits We look forward to - Raising TEMIS Networking of TTIs Data Management Applications Process & Performance standards based internal monitoring Result Based System management Inter Institutional collaboration and partnership for improvement Challenges: Building technology infrastructure at all levels Raising technical competency of our workforce Ensuring system sustainability

20 Technology Integration in Teacher Education
Infrastructure: DIET, DRCs, IASE, CTEs have improved but inadequate Technology Learning Inputs: In last 2 years most faculty trained through Digital Equalizer Prog. Integration Level: Mostly in level 2 & 3 Task Ahead: Clearly articulated vision for tech expansion , skill building and curricular integration Tech illiteracy Learning about tech. Management applications Learning with tech Technology learning environment
