ICC – INTERNATIONAL CODE COUNCIL A major advantage of ICC’s consensus-based private-sector code development process is that it allows both the ICC code development committees and eligible voting members at the code change hearings to participate in establishing the results of each proposal. Voting members may either ratify the committee’s recommendation or make their own recommendation. The results of all votes are published in the report of the ICC code development hearings. AIA and ASTM played a vital role in the development of the IgCC: the AIA presence ensured a focus on their 2030 Carbon Neutrality Goal, while ASTM International, which carries a worldwide reputation as a standards developer, solidified the scientific basis behind the IgCC. ASHRAE, the U.S. Green Building Council (USGBC) and the Illuminating Engineering Society (IES) joined the ICC/AIA/ASTM team in developing the IgCC. IAS accredits a wide range of companies and organizations including governmental entities, commercial businesses, and professional associations. IAS accreditation programs are based on recognized national and international standards that ensure domestic and/or global acceptance of its accreditations. So the CxA would actually become the Owner in this instance contractually. This is not how commissioning contracts are typically written.
