2 HISTORY OF EFN The EFN was set up in 1971 and its creation was linked to the directives on nursing education and free movement being drafted at that time by the European Commission. European Federation of Nurses Associations The Nurses’ Voice

3 HISTORY OF EFN The EFN is the independent voice of the nursing profession, representing 34 National Nurses Associations (professional associations- regulators-unions) European Federation of Nurses Associations The Nurses’ Voice

4 EFN MISSION To strengthen the status and practice of the profession of nursing for the benefit of the health of the citizens and the interests of nurses in the EU & Europe, by lobbying the EU Institutions on EU pipeline legislation which affects the daily life and work of six million nurses across Europe. 7 STRENGTHENED CRITERIA European Federation of Nurses Associations The Nurses’ Voice PQD Directive Min entry requirement – different pathways to become an EU Nurse 4.600 hours AND at least 3 years At least 33% theoretical and 50% clinical training on a full-time basis – 2300 clinical stage!!! Competency list in Art 31 Safeguarding quality = Same ending product = One EU Nurse Topics to be updated in Annexe V - Delegated Acts European Professional Card – Internal Market Information System CPD - European Quality Assurance Register

8 To independently diagnose the nursing care required using current theoretical and clinical knowledge and to plan, organise and implement nursing care when treating patients; To work together effectively with other actors in the health sector, including participation in the practical training of health personnel; To empower individuals, families and grous towards healthy lifestyles and self-care on the basis of the knowledge and skills acquired; To independently initiative life-preserving measures and to carry out measures in crises and disaster situations; European Federation of Nurses Associations The Nurses’ Voice COMPETENCIES (ART 31) Competencies in line with the EFN Competency Framework agreed by 34 National Nurses Associations

9 To independently give advice to, instruct and support persons needing care and their attachment figures; To independently assure quality of and to evaluate nursing care; To comprehensively communicate professionally and to cooperate with members of the other professions in the health sector; To analyse the care quality to improve the own professional practice as a general care nurse. 12 Timeline – EFN Competency Framework approved Slovenia April 2012 – 8 Nurse Competences approved in the modernisation – Directive 2005/36/EC amended by 2013/55/EU came into force 18 January 2014 – EFN Working Group developed first draft July 2014 – Round of consultation with stakeholders July 2014-December 2014 – Official endorsement March – April 2015 – Negotiations with the Commission May 2015 – Deadline for implementation 18 January 2016 European Federation of Nurses Associations The Nurses’ Voice EFN COMPETENCY FRAMEWORK FOR DELEGATED ACT
