REMODECE Project: WP6: Strategies for Market Transformation and Recommendations to Policy Makers Markogiannakis Georgios Centre for Renewable Energy Sources Department for Energy Policy Analysis CRES ΚΑΠΕ 4 th REMODECE project meeting Coimbra, September 23, 2007

REMODECE – WP6 The objective of this WP is to analyse all the parameters, apart technological, related to energy consumption in the household sector, to examine different approaches, including voluntary agreements, technology procurement, labelling, mandatory minimum efficiency standards, and white certificates, in order to make concrete suggestions at institutional, supportive and fiscal level for a successful market transformation. WP6 main Goal CRES ΚΑΠΕ Duration Start:Month 22 (10/2007) End:Month 30 (06/2008)

Work Analysis (1) Institutional level Analysis of: 1.Existing and future directives 2.Sets of policies (energy labeling, mandatory minimum efficiency standards, etc.) 3.Evaluation REMODECE – WP6 CRES ΚΑΠΕ Based on the monitoring/surveying campaign of the project and it’s analysis, there will be a better understanding of all the driving forces regarding energy efficiency in the residential sector and their impact. Market transformation is the key element for a more energy-efficient future and for this transformation to succeed, there has to be a multilevel approach on:

Work Analysis (1) 1.Existing and future directives  92/75/EEC General framework for energy labelling of domestic appliances  2005/32/EC establishing a framework for the setting of eco-design requirements for energy-using products  2006/32/EC on energy end-use efficiency and energy services  Other relevant legislation  National (country specific legislation) REMODECE – WP6 CRES ΚΑΠΕ

Work Analysis (1) 1.Existing and future directives  92/75/EEC General framework for energy labelling of domestic appliances  Refrigerators, freezers and combinations – washing machines – electric tumble dryers – combined washers-dryers – dishwashers – lamps – electric ovens – air-conditioners – office equipment – water heaters  In Hellas  Low level of awareness  Lack of promotion of efficient domestic appliances  Country specific information from all countries REMODECE – WP6 CRES ΚΑΠΕ

Work Analysis (1)  2005/32/EC establishing a framework for the setting of eco-design requirements for energy-using products  Key points  Manufacturers must provide declaration of conformity  Information provision to consumers (characteristics, rational use)  Minimum necessary energy consumption in stand-by and off modes  Marker surveillance by country designated authorities  Actions by partners  Contacts with designated authorities  Market review  Contacts with manufacturers, representatives REMODECE – WP6 CRES ΚΑΠΕ

Work Analysis (1)  2006/32/EC on energy end-use efficiency and energy services  Key points  Availability of energy services  Provision of energy audits  Indicative energy savings target (9%)  Funds to subsidize efficiency improvement programmes  Availability of metering and informative billing REMODECE – WP6 CRES ΚΑΠΕ

Work Analysis (2) Supportive schemes level Examination of: 1.Information campaigns  From national authorities, consumers associations on energy efficient appliances and the rational use of appliances and lighting  Past, current and future campaigns  Impact evaluation and utilisation for the planning of future campaigns 2.Public awareness campaigns  On environmental issues related to energy consumption  Consumers must understand the impact on the environment REMODECE – WP6 CRES ΚΑΠΕ

Work Analysis (2) Supportive schemes level 3.Training schemes for retail staff Important factor as retail staff is the connection between consumers and energy efficient appliances Promotion of energy efficient appliances and provision of information on the rational use of domestic appliances and lighting could lead to a more efficient market REMODECE – WP6 CRES ΚΑΠΕ

Work Analysis (2) Supportive schemes level 4.Demand Side Management Utility companies  Information campaigns on the impact of energy saving  Motives to decrease energy use  Utility companies can and must be a reliable partner for the decrease of energy use REMODECE – WP6 CRES ΚΑΠΕ

Work Analysis (2) Supportive schemes level 5.Other Voluntary agreements Promotion of Energy Efficient Products (manufacturers – shops) Motives (tax incentives, subsidies) Examination of European or national projects (e.g. 2E+: Procurement on very energy efficient white goods) Conclusions Impacts REMODECE – WP6 CRES ΚΑΠΕ

Work Analysis (3) Fiscal level Financial support by means of:  Motives  Subsidies  Tax incentives Factor for a greater participation of energy efficient domestic appliances to the market share and, thus, to the improved utilisation of energy REMODECE – WP6 CRES ΚΑΠΕ

Work Analysis (3) Suggestions For your countries On European level REMODECE – WP6 CRES ΚΑΠΕ

Work Analysis (4) REMODECE – WP6 CRES ΚΑΠΕ 1.All related information, existing experience and other relevant project results will be collected from project partners and utilised. 2.Key stakeholders such as manufacturers/wholesalers, utility companies, will be contacted and involved in order to analyse all relevant issues and to examine their willingness and motives to have a more active involvement towards energy efficiency (technology procurement, voluntary agreements, etc). Furthermore, their opinion on key issues, barriers, opportunities, etc, will be recorded and utilised. 3.Public administration will be called in round tables or will be interviewed in order to express their priorities and opinions.

OUTCOMES - DELIVERABLES 1.Analysis report of all aspects related to energy consumption in the residential sector (human behaviour, habits, social and economic status, environmental awareness, education, etc). 2.One of key outputs of the project will be a set of specific policy recommendations for each type of equipment, which can lead to a successful market transformation and to provide cost-effective energy and carbon savings. REMODECE – WP6 CRES ΚΑΠΕ

Roles of Participants  CRES will be the coordinator of this task  ISR-UC will also have major involvement in this task.  All National coordinators for this task (EDF in France, eERG in Italy, Fraunhofer-ISI in Germany, ISR-UC in Portugal, CRES in Hellas, Energy Piano in Denmark, Sintef in Norway, Eneffect in Bulgaria, SEVEn in Czech republic, ARCE in Romania, e-ster in Belgium, CEU in Hungary) have the responsibility to collect, analyse, filter and synthesise the necessary information needed as input for this work package.  The rest of the partners have to assist task National coordinators and to provide them with information using their knowledge and contacts. REMODECE – WP6 CRES ΚΑΠΕ
