3 Background to DAF Originally established in 2001 to allow for unclaimed funds in credit institutions to be utilised to tackle social and economic disadvantage Dormant defined as 15 years since last customer initiated transaction Over €149m distributed under the Fund since 2001

4 Background to DAF The Dormant Accounts Amendment Act 2012 provides for the distribution of funds for the purposes of programmes or projects to assist: - the personal and social development of persons who are economically or socially disadvantaged; - the educational development of persons who are educationally disadvantaged or - persons with a disability (within meaning of the Equal Status Act 2000).

5 Background to DAF Dormant Accounts Action Plan 2014 approved by Minister for Environment, Community and Local Government Funding available on one-off basis across 8 distinct Measures - Measures1-2 linked to Dept. of Environment - Measure 3 linked to Dept. of Social Protection - Measure 4-8 linked to Department of Health - Total of €5.07m available in total

7 Key Timelines Call for Applications on 8 th June 4 Regional Pre-Application Info Meetings - Carrick on Shannon (16 th June) - Galway (18 th June) - Dublin (23 rd June) - Charleville (25 th June) Online application form planned to go live on 1 st July Deadline for online applications 12 noon on Wed 22 nd July

9 Measure 1 Social Enterprise: Key Messages Focus is on the provision of small capital grants that has an impact on one or more of the following: creation of new jobs, future sustainability of existing jobs, improving quality and delivery of services, increasing traded income Applicants must be a ‘Social Enterprise’ (i.e. operate as a business that generates continuous traded income) Equipment, Machinery, Building (new additions/refurbishment) Minimum of 20% co-funding requirement 12 month timeframe

10 Measure 2: Youth Employment: Key Messages Targeted at supporting young people most distant from education, training and labour market Support Entrepreneurship among most disadvantaged young people Young people over 18 targeted must meet key criteria Priority to partnership approach 18 month timeframe Estimated 8-10 medium sized projects to be funded

11 Measure 3: Support for Home Carers: Key Messages Focus is on training, information and related support services for unpaid Home Carers Locally based Carer Orgs/Support Groups or National Carer Orgs/Support Groups can apply Statutory bodies not eligible to apply as lead applicants Affiliated local groups must apply via Nat. Head Office Partnership approach encouraged 8-10 project proposals will be funded 12mth timeframe

12 Measure 4: Substance Misuse and Prevention: Key Messages Closed call under this Measure Only Local and Regional Drugs and Alcohol Task Forces (L/RDTF) can apply Member of L/RDTF to act as lead applicant in case where the Task Force has no legal status Local and regional strategies and initiatives 24 projects 12 month timeframe for implementation

13 Measure 5: Local Area Co- ordination (Disability Services) Focus on co-ordination of supports at the level of individual and the community Partnership applications only, no single organisation applications Contact with nominated HSE Representative required Must include the appointment of one (or more) Local Area Co-ordinators in proposal 18 month implementation period NDA seminar in early July

14 Measure 6: Achieving HIQA Standards: Key Messages Sub Measure 6a – Minor Capital Works for registered Children’s Residential Centres with a HIQA inspection For Measure 6a, final or draft HIQA inspection report required. Proposals linked to recommendations in HIQA report Min co-funding of 50% required for Measure 6a. Planning permission required if applicable 10-12 projects expected to be funded 12 month implementation timeframe

15 Measure 6: Achieving HIQA Standards: Key Messages Sub Measure 6b - National training initiatives targeting both Adult and Children’s Centres Focus on the themes of ‘Safe Services’ and ‘Leadership, Governance and Management’ within the National Standards Targeting national organisations and training providers Partnership approach prioritised 2-4 training initiatives will be approved for funding

16 Measure 7: Support for Young People with Disabilities: Key Messages Focused on supporting the transition from second level school to third level education, training or work Targeting the 15 to 24 years age group Partnership applications only – no single organisations 18 month timeframe Anticipate 5 large project proposals 5 smaller project proposals will be funded. No more than one large/two small funded per CHO area Contact with nominated HSE Representative required.

17 Measure 8: Non-Centre Based Respite Services: Key Messages Focus on Innovations in providing respite services in the local community Area based approaches & Partnership approaches prioritised Contact with nominated HSE Rep required. Anticipated 6-7 large projects, 10 smaller projects to be funded 18 month implementation timeframe
