Gemelli, 1 3 Background BACKGROUND EU institutions, national governments and the market (consumers and producers) are demanding crime-proofed legislation and products. Despite this obvious need, there has been little research and implementation. Project MARC seeks to satisfy this demand with the implementation of specific crime risk assessment mechanisms to prevent and, consequently, reduce the general amount of crime. A legislative crime risk assessment mechanism will allow EU and national policymakers to screen existing and draft legislation for potential risks. By enabling the assessment of the amount of risk they produce for the development of economic, financial and organised crime they can be reduced and eliminated where possible. A product crime risk assessment mechanism will allow manufacturers to evaluate the criminogenic capacity of the products they produce in order to effectively reduce it.

Gemelli, 1 4 Goal GOAL The goal of this Project is to produce mechanisms and knowledge that will help policymakers and businessmen, at national and EU levels, to assess and reduce the risks of organised and other types of crime.

Gemelli, 1 5 1.to create a crime risk assessment mechanism to proof EU legislation against economic/financial/organised crime at a European Union level in order to reduce the probability that an economic/financial/organised crime occurs due to opportunities arising from legislation, and to provide a detailed plan of action to put it in place at an EU level; 2.to create a crime risk assessment mechanism to proof electronic products against theft, thereby reducing the probability that a theft occurs due to the intrinsic attractiveness of products, and to provide a detailed plan of action to put it in place in the business environment. Gemelli, 1 6 Methodology, dissemination strategies and timetable To achieve objective 1, the project will review extant literature on legislative opportunities for crime; analyse EU economic and organised crime case-studies (vulnerabilities studies); and carry out a pilot study on EU public procurement legislation (with detection of loopholes and proposals for remedial action). To achieve objective 2, the crime risk assessment mechanism will be tested on a sample of electronic products and a final mechanism will be drafted together with possible steps to make it operational in the electronics industry. A workshop with EU legislators and a conference on product crime proofing will be among the dissemination strategies. The Project started on 1 May, 2004 and will last 2 years, the formal conclusion being 30 April, 2006. METHODOLOGY, DISSEMINATION STRATEGIES AND TIMETABLE
