1 SWRCB EMERGENCY DROUGHT REGULATIONS July 31, 2014

2 General Prohibited Activities Runoff of potable water on landscapes, walkways, roadways, parking lots, structures Use of hose without shut off nozzle to wash motor vehicles Application of potable water to driveways and sidewalks Use of potable water in fountains, unless there is a recirculating system

3 PENALTIES  Actions are an infraction  In addition to any other applicable civil or criminal penalty of the water supplier  Punishable by a fine up to $500 for each day a violation occurs

4 MANDATORY ACTIONS BY WATER SUPPLIERS Applies to retail water providers Mandatory implementation of water shortage contingency plans restricting outdoor water use Allows consideration of an alternate plan for allocation-based rate structures demonstrating additional conservation

5 REPORTING  Each retail water supplier to report by the 15 th of each month to SWRCB  Includes amount of potable water produced in the month, including wholesale water, comparing to same calendar month in 2013  Include number of persons served  Estimate GPCD by residential customers.

6 SWRCB RESOLUTION Conditions funding upon compliance Agencies may provide monthly data on conservation actions or enforcement actions taken  Agencies may report recycled water substitution for potable water  Agencies should accelerate conservation, RW, greywater, stormwater projects

7 SWRCB RESOLUTION All agencies should conduct leak loss audits and repair should be top priority Agencies should evaluate rate structures and begin implementing changes needed for another dry year
