2 An annual data reporting requirement of each State DOT to provide roadway-related information (for all public roads) to the Federal Highway Administration (FHWA) Main purpose for these data is to inform US Congress about the condition and performance of the nation’s roads allowing Congress to appropriately “fill” the National Highway Fund used to meet roadway needs Reported HPMS data is also used to determine the appropriate portion (apportionment) of National Highway Funds to distribute to each state to improve their road system What is HPMS?

3 What is Public Road? 1.A public road is any road or street owned and maintained by a public authority and open to public travel. [23 U.S.C. 101(a)]. 2. … must be … passable by four-wheel standard passenger cars, and open to the general public for use without restrictive gates, prohibitive signs, or regulation … [23 CFR 460.2(c)]

8 HPMS – New Requirement Route All Road Network of Linear Referenced Data (ARNOLD) August 2012 – FHWA expanded the HPMS reporting requirement for State DOTs to submit all public roads in a Linear Referencing System (LRS).

9 HPMS - ARNOLD Why All Roads? 1.Geospatial data for transportation is a key data theme within the National Spatial Data Infrastructure 2. All roads datasets are needed by the Federal government, the States, and many of the local agencies to support planning and management infrastructure. 3.Meeting the business needs of these functions: Certified Public Miles Fiscal Management Information System (FMIS) Fatal and Serious Injury Crashes Freight Performance Measures for Safety Performance Measures for Pavement
