2 DEFINITION Metropolitan Planning Organizations (MPOs) are partnerships between different government levels, transportation providers, and the public collaborating on transportation planning for the metropolitan area. MPOs operate under federal law to vote on documents required under federal legislation, in order to allow federal and state funds to be spent for planning and projects in the region.

3 PURPOSE “MPOs were created in order to ensure that existing and future expenditures for transportation projects and programs were based on a continuing, cooperative and comprehensive (3-C) planning process.” The Transportation Planning Process: Key Issues / A Briefing Book for Transportation Decision makers, Officials, and Staff Transportation Planning Capacity Building Program, FHWA and FTA, Sept. 2007

5 Advisory body to the MPO + Voting members: -Representatives from each of the 15 towns -Bicycle representative + Members generally serve in technical capacities with their towns (i.e. DPW director, town engineer) + Non-Voting Members include representatives of the: -Cape Cod Commission -Cape Cod Regional Transit Authority -Federal Highway Administration -Federal Transit Administration -MassDOT Office of Transportation Planning -MassDOT Highway Division, District 5 -Association to Preserve Cape Cod Cape Cod Joint Transportation Committee (CCJTC)

6 Regional Transportation Plan (RTP) Long-range (20 + year) transportation vision for the region Unified Planning Work Program (UPWP) Annual program of planning activities Transportation Improvement Program (TIP) Short range (4 year) program of projects Public Participation Plan (PPP) Public involvement and cooperative decision making approach MPO Memorandum of Understanding (MOU) Defines transportation planning responsibilities for the region DOCUMENTS

7 Long-range plan that considers: + All transportation modes (Walk, Bike, Car, Bus, Ferry, Airplane, Train) + Existing conditions + Problem areas (safety, congestion) + Planning factors + Air Quality Conformity + Financially constrained + Public input + Recommended policies, problem area solutions and/or alternatives Regional Transportation Plan (RTP) www.capecodcommission.org/rtp

8 Annual transportation planning activities to be performed including: + Ongoing planning with the MPO, CCJTC, federal, state, regional, and local agencies, towns, and the public + Data collection of existing conditions and study locations + Transportation studies and reviews (by CCC staff, MassDOT, CCRTA, and others) Is developed annually for each federal fiscal year Unified Planning Work Program (UPWP) www.capecodcommission.org/upwp

9 Program of transportation projects that: + Are eligible for federal surface transportation funds, or state funding for the region + First year TIP projects are “ready to go” in the next federal fiscal year + Includes four years of projects programmed within estimated highway and transit funds + Updated annually Transportation Improvement Program (TIP) www.capecodcommission.org/tip

10 Sets up the process for public involvement and cooperative decision making: + followed to ensure inclusive and accessible public engagement processes + Methods to reach out to persons who are low-income, minority, Limited English Proficient (LEP), or have a disability, and other traditionally underrepresented populations + Living document Public Participation Plan (PPP) www.capecodcommission.org/ppp

11 Agreement between: + Massachusetts Department of Transportation (MassDOT) + Barnstable County Commissioners + Cape Cod Commission + Cape Cod Regional Transit Authority + Town of Barnstable, Town Council President + Four Selectmen, each representing one of the Four Sub-Regions + The Mashpee Wampanoag Tribal Council Defines transportation planning responsibilities for the region MPO Memorandum of Understanding (MOU)
