The Shoreline Management Plan Process – How it links to funding mechanisms and future strategy Shoreline Management Plans SMP Policies National Coastal Erosion Risk Mapping Strategies Coastal Change Adaptation Funding coastal defence work

Rocks or People? Birds or Homes?

The challenges The planning system Climate change Budgets and funding Delivering schemes and adaptation measures

The need for SMP Non statutory policy document for Coastal Defence Management Planning Takes account of planning initiatives and other legislative requirements Intended to inform wider strategic planning Takes account of long term natural changes Working with natural processes

Original SMPs Guidance on preparing Shoreline Management Plans (SMPs) published in 1995. First round of 37 SMPs (now known as SMP1s), covering the coastline of England and Wales, were completed by the year 2000.

SHORELINE MANAGEMENT PLAN REVIEW To assist in the review process, DEFRA prepared guidance for second generation SMPs (designated SMP2s). This guidance, published in March 2006, came in two volumes: Volume 1: this defines an SMP and what it should include. Volume 2: this provides guidance on how to produce an SMP.

SMP2 Process Fewer plans, 25 prepared or in production 3 Epochs considered Improved public consultation Takes account of expected climate change Better environmental consideration Linked to the Planning System

SMP1 Policies POLICY OPTIONS For designated coastal management units, one of four policy options were recommended for SMP1, these being: For designated coastal management units, one of four policy options were recommended for SMP1, these being: Hold the line Advance the line Managed retreat Do nothing

SMP2 Policies A guiding principle for SMP2s is that they should seek to promote ‘sustainable shoreline management policies’ for a coastline into the 22nd century considering various timescales. It is recommended that these timescales should corresponded broadly, but not rigidly, to time periods (epochs) 0 to 20 years (short term), 20 to 50 years (medium term) and 50 to 100 years (long term). The recommended SMP2 policies to achieve management objectives are: Hold the existing defence line Advance the existing defence line Managed realignment No active intervention.

ICZM Whatever happened to Integrated Coastal Zone Management?

MMO The Marine Planning System proposals issued by the new Marine Management Organisation (MMO), aim to provide a context for the Marine Policy Statement by outlining a new spatial planning system for England as a whole.

MMO The principles of ICZM are embedded in the Marine and Coastal Access Act 2009.Marine and Coastal Access Act 2009 -Joins up marine management with terrestrial. - Marine planning based on consensus. - Evidence ICZM is a priority for Government
