3 In 2008 the DCSF awarded a contract to the University of Plymouth to develop a National Citizenship CPD Programme for delivery from 2009 – 2011 The Plymouth bid for the contract was based upon 3 P’s - Partnership - Professional Knowledge - Personal Development

4 Partnership: DCSF -HEI – ACT- LA’s Planning, Recruitment, Management and Delivery Professional Knowledge QAA Level 7 – Masters’ Level - 30 credits Personal Development The Programme is designed to meet both the needs of the course member and their schools

5 Key Elements of the Programme National Programme delivered via Regional Hubs Delivers the DCSF Standards and allows the achievement of QAA Level 7 credits Based upon Professional Knowledge meeting individual and school needs Available as a Distance or Blended package Free and attracts a bursary

6 Regional Hubs The partnership at work The UoP provides the core module materials and support via the national web site www.citizenshipcpd.com HEI tutors provide Level 7 tutorial support and assess course members’ work ACT and LA staff provide course tuition

7 Module Structure The core module is divided into 8 x 3 hour sessions These 8 sessions cover the requirements of the DCSF Citizenship Standards A further 2 x 3 hours sessions are available for Hubs to meet local needs The HEI tutors provide another 2 x 3 hours of tutorial/portfolio assessment support

8 Module Delivery Each region will determine its own pattern of delivery i.e. where, when, how and length of sessions It is intended to recruit during the autumn term and for course delivery to take place during the spring and summer terms with Awarding taking place in the autumn

10 The portfolio encompasses the following work relating to the course : 1.SKP- Course member’s Subject Knowledge Profile 2.Subject Knowledge Development- A pathway and evidence of research 3.Work with an NGO - Evidence of contact 4.Topic Plans and Lesson Plans with evidence of NGO involvement 5.Lesson/Activity Observations and associated materials 6.Evidence of a Presentation - re Institutional Citizenship development 7.Group Presentation - re work with an NGO 8.DCSF Reflective writing requirement

11 Role of the HEI Tutor Each Regional Hub will have an attached HEI tutor Their role is to provide tutorial support to those wishing to achieve QAA Level 7 credits They also are the prime markers of all the portfolios from their Hub They ensure that standards are maintained across the programme They all have a Citizenship background

12 Assessment 1 In order to receive the non credit bearing Certificate course members complete the portfolio requirements To achieve 30 credits at QAA Level 7 course members develop three elements of their portfolio There is flexibility to move across the two outcomes Work is initially marked by the Regional HEI Tutor A National Moderation Panel meets comprising all the HEI Regional Tutors and a Programme External Examiner to make recommendations to the UoP Awarding Panel Course members are able to defer submissions and resubmit

13 Assessment 2 To achieve 30 credits at QAA Level 7 course members develop three elements of their portfolio Course members have to produce a portfolio of evidence to meet the requirements of the DCSF Citizenship Standards. In order to be awarded 30 QAA Level 7 credits the following three extended combined elements from the portfolio must be completed (5000 words or equivalent):- 1. Case Study Course members carry out an institutional audit relating to citizenship education. Arising from the audit, demonstrate to an audience an understanding of how a coherent citizenship education programme could be developed within their own institution. Following the presentation a revised action plan is developed in regard to the development of citizenship education in the institution. 2. Action research Course members should demonstrate a sound knowledge of the Citizenship Programmes of Study and an ability to work with others to design and deliver a series of lessons relating to their chosen subject area. They will be required to evaluate, reflect and look towards developing their citizenship teaching pedagogies. 3. Critical reflection Course members undertake a piece of reflective writing to demonstrate an understanding of citizenship concepts and values, which is underpinned by a review of available literature.
