Ensimmäiselle sivulle eHalme e - Together with all South Finland u Innovative action proposal F The programme has two general objectives:  to introduce ICT as a tool for stimulating innovation in the traditional economy, especially outside the main growth centres of the region  to involve small municipalities and towns in inter-regional information and business networks, with special focus on subregions that presently risk to fall behind F Cohesion: Linking high-growth and low-growth areas The general strategy for this programme is to be an extension of the national action plan for diffusion of innovation developed by the Ministry of Labour 1). This plan was designed to complement and support the creation of Centres of Expertise in Finland. Networking Centres of Expertise is one of the objectives of structural funds in Finland during the new programme period. F The current programme proposal complements the general programme by focusing on: Rural areas without knowledge centres of their own.
