6 Program Purpose The Forest Land Enhancement Program (FLEP) was part of Title VIII of the 2002 Farm Bill. FLEP replaces the Stewardship Incentives Program (SIP) and the Forestry Incentives Program (FIP). FLEP is voluntary program for non- industrial private forest (NIPF) landowners. It provides for technical, educational, and cost-share assistance to promote sustainability of the NIPF forests.

7 Eligibility “Non-Industrial Private Forest Landowner” Family Forest Lands Private, non-profit ownerships Tribal Lands Lands owned by company’s w/o issued stock and/ or are not primarily engaged in production of wood products

8 Eligibility No Minimum Acreage Must Apply for and earn no less than $750 Own less than 5,000 acres of forestland in WA Can receive no more than $20,000 cost-share per federal fiscal year Agree to maintain practice for ten years $100, 000 Available and Wraps up at end of 2005

9 75% Cost-share for following practice categories:

10 FLEP-1:Forest Stewardship Plans Alternate Plans Required prior to all practices. WSU Prepared a Basin-Wide Forest Stewardship Plan Cost-Share ONLY for 20 Acres or more

12 FLEP-3:Forest Stand Improvement

13 FLEP- 4:Agro-Forestry (Not Currently Offered)

14 FLEP- 5:Water Quality/ Riparian/ Wetland/ Watershed Improvement

15 FLEP-6:Fish and Wildlife Habitat Improvement

16 FLEP-7:Forest Health Improvement

17 FLEP-8:Invasive Species Control

18 FLEP-9:Wildfire Hazard Reduction

19 FLEP-10:Post-Wildfire Restoration

20 On-Site Visit to Property

21 Develop Tech Spec’s
