2 Knowledge Mobilisation Joint Research2 Executive Summary Knowledge Mobilisation has five parts: (i) creating, building & forming knowledge; (ii) activating latent knowledge; (iii) searching for, finding and systematising hidden knowledge, (iv) making knowledge mobilisation operational with MAS technology, and (v) expanding the limits of the possible in the structures of everyday life by making knowledge mobilisation part of mobile value services and using mobile technology Proposal : (i) a start-up project in Finland on Knowledge Mobilisation, to form and activate (ii) a joint strategic research project on Knowledge Mobilisation, which (iii) will drive a European Centre of Excellence in Knowledge Mobilisation

3 Knowledge Mobilisation Joint Research3 Knowledge Mobilisation Potential Knowledge Management may be valid for a static world in which pre-specified inputs, processing logic and the expected outcomes represent an optimal mode of activities Knowledge Mobilisation [adapted from Malhotra] develops relevant technologies for –Intelligence in action which requires an active, affective and dynamic representation of knowledge as a dynamic construct Active: knowledge is adaptive to a changing context Affective: cognitive, rational and emotional [subjective interpretation] Dynamic: proactive and adaptive reinterpretation of data, information and assumptions –Continuous re-assessment of performance outcomes “Knowledge resides in the user and not in the collection” [Churchman]; “knowledge, unlike information, is about beliefs and commitment” [Nonaka-Takeuchi]

4 Knowledge Mobilisation Joint Research4 Knowledge Mobilisation: Proposal  First step: A strategic research project to build the case for Knowledge Mobilisation and to prove the concept with first systems prototypes of all four forms of KM; a funding target of 1 M€ for 2006-8 by Tekes and VTT; endorsed by CITRIS as a start-up resource allocation for joint efforts on step 2; run by IAMSR in cooperation with Finnish research centres  Second step: A joint strategic research program 2008-13 on Knowledge Management: CITRIS-Tekes-Finnish industry- Finnish research centres with European network partners  Third step: An EU-funded Centre of Excellence 2009-15 in cooperation with CITRIS, Tekes and selected EU- and US- based corporations

5 Knowledge Mobilisation Joint Research5 Knowledge Mobilisation Step I  A strategic research project to build the case for Knowledge Mobilisation and to prove the concept with first systems prototypes of all four forms of knowledge mobilisation  Strategic research project because combinations of new and unproved cutting edge technologies for first prototypes; business potential cannot be shown in sufficient detail to negotiate corporate funding  Funding through Tekes and VTT; research and development work by a consortium coordinated by IAMSR, CITRIS and VTT [legal infrastructure to be worked out]; consortium members Finnish research groups & 1-2 EU partners [TU Delft, Cranfield University, etc.]  Funding target of 1 M€ for 2006-8 by Tekes and VTT; a detailed project plan and budget worked out by week 35; sketched plans for Steps II, III
