2 Office of Revenue Operations Who we are… The Office of Revenue Operations (ORO) is responsible for the filing of claims necessary to maximize the $8.4 billion of State, Federal and local aid which supports the programs and services provided to Department of Education students.

3 Office of Revenue Operations What we do.. Revenue and Cash Maximization  Identify and develop new revenue opportunities and implement specific initiatives to achieve them.  Analyze State and Federal budget proposals to maximize new revenues  Ensure that all student and financial data that establish appropriations and generate payments are provided to State and Federal governments in the necessary time frames.  Automate revenue functions and required databases to ensure data integrity, provide efficiency and facilitate the ability to provide timely and in-depth financial analysis.

4 First Term Achievements- Medicaid Designed, piloted and implemented monthly related service and service support attendance system. Initiated a process to collect and report related service and support attendance on a monthly basis. Collected, imaged and stored and data entered related service attendance and service support cards. Began using actual attendance days to claim related services and transportation In conjunction with Central New York Regional Information Center, converted to new HIPAA compliant billing format at no cost to DOE or to City Assumed responsibility of summer card data collection from District 75 Upgraded and improved MMIS/DOE Medicaid match program to identify additional MA eligible students and capture students whose MA eligibility may have been reinstated retroactively Began billing MA for DOE students placed in private school settings

5 Through Lobbying efforts, State aid increased 17% over four years

6 First Term Achievements- High Cost Aid In conjunction with DIIT, revised the State Aid file and the Excess and High Cost programs in light of the new Special Education continuum. The changes included identifying new services and their costs, addressing issues regarding integrated programs and dual placements. Using data newly available as a result of the new continuum, ORO was able to identify students whose individual costs were much higher than previously calculated, most of whom were being served in integrated settings. Collected, imaged and data collected paraprofessional attendance records, which generated additional revenue and provided more reliable documentation for the claim.

7 Other Achievements Private Excess Cost- Fully automated the claiming process, reduced turnaround time by over one month. Chapter Aids-Initiated an Article 28 legal action against NYSED to obtain payment for denied Chapter claims totaling $4million. Data Repository- Built data warehouse to capture all general and special education data and financial data necessary for state claiming, and designed reports to analyze data to ensure data integrity and to maximize revenue.

8 Since 2004, ORO Has Generated $280 Million More In State Aid After State Adoption

9 First Term Achievements- Categorical Claims Assumed responsibility for analyzing, projecting and claiming categorical revenues. Developed models for more accurately identifying under spending areas, and identified numerous significant concerns with NYSED approval process, DBOR budget process, and claim submission process. Created new automated cash request application that meets all state requirements and allows monthly cash requests. Developed analyses for identifying under spending in Title I, drug prevention and other aids, and identified areas of expense that could be claimed under these grants.

10 First Term Achievements- Building Aid Highlighted deficiencies in State Building Aid formula that led to legislation entitling New York City to additional Building Aid. In conjunction with SCA, proposed new formula changes to SED to comply with new legislation. Identified and resolved with SED open issues with leased properties that had been submitted to SED but not approved.

11 From Jan 2005 to Jan 2006, Average Holding Code Balances Reduced by 99%
