3 Do not know exactly where they are going, or where they wish to go, and certainly - how. Lack of knowledge about themselves, their friends and their enemies, about their technological, social, economic environment. They simply do not know what they know. The search for development tools is most often conducted without clear understanding of what the tools are supposed to achieve. It is very often assumed that tools which bring prosperity to other societies will succeed here too. The disparity in social structures, cultures and values, and ultimate final goals are often ignored.
