2 DRRS and JTIMS DRRS The clear objective outcome of the Joint Training System is to enable improvements in joint readiness. Joint readiness is one of two distinct but inter-related levels of readiness that make up the overall definition of readiness – “the ability of US military forces to fight and meet the demands of the national military strategy.” (JP 1-02, DOD Dictionary of Military and Associated Terms). The other level of readiness is unit readiness. As previously stated, the word “Joint” is defined in the DOD Dictionary of Military and Associated Terms as “connotes activities, operations, organizations, etc., in which elements of two or more military departments participate.” The same document defines “joint readiness” as “the combatant commander’s ability to integrate and synchronize ready combat and support forces to execute his or her assigned missions.” The purpose of the JTS is to improve joint readiness.

Before discussing the assessment process, leaders must understand the important difference between an evaluation and an assessment. During the execution phase, the commander evaluates a specific training audience’s performance in relation to a specific task, under specified training conditions, and a designated level of performance during a particular event. During the assessment phase, the commander assesses the command’s ability to accomplish its JMETL and perform its missions based on the totality of numerous evaluations (TPEs), informal results, actual operations, and any other pertinent feedback available. An evaluation is a “snapshot” of an organization’s actual performance. An assessment applies the commander’s judgment to those collective “snapshot” data points to determine the organization’s capability to perform in the future. Evaluation looks backward at a specific event while assessment looks forward to readiness. COMMAND LEVEL ASSESSMENT
